Unit Function    

Service Entry Medical Cell Office Manager

Position Role    

R&A SEMC MBR2 has co-responsibility for the medical standards as pertinent to the recruitment process to meet the aim of HRA: 
To deliver an effective medical service involving pre-entry medical examinations for all eligible candidates on behalf of R&A. Assist R&A HQ to interpret medical implications and development of all medical policies, sharing best practice and encourage enhanced co-operation. To undertake additional duties and responsibilities as directed by SMOSE or Medical Manager.  

                    
Responsibilities

  • Manage medical appeals, service transfers, re-joiners, and complaints in liaison with R&A HQ, SMOSE & SMOSE RES    
  • Support the nominated Service Provider (SP) in the pre-entry medical process and facilitate a candidate’s entry into the Naval Service.    
  • Support the Armed Forces Careers Office (AFCO) with candidates who declare a medical condition at interview that may bar from entry and provide advice when required regarding entry medicals.    
  • Provide medical management and advice to R&A and Recruiting Force in relation to Naval Recruiting and Service Entry Medical Standards.    
  • Liaise with contracted medical providers to ensure an effective and timely pre-entry recruitment medical process.    
  • Ensure that the SEMC information systems remain current and updated    
  • Assist the assurance for SEMC, ensuring practice complies with GDPR, Medicolegal and RN standards, whilst monitoring training compliance and application to practice for all personnel.    
  • To direct and support the SEMC’s objectives by providing an effective medical service to facilitate the delivery of pre-entry medical examinations for all eligible candidates on behalf of HRA.    
  • To manage SHEF for the SEMC and maintain standards within the office complying to current RN policy and legislation.    
  • Monitor, analyse and feedback to HRA/contractors as appropriate on performance, statistics and trends in medical outcomes, including contractor medicals, NFA (Med) from Phase 1 NETE and appeals.    
  • Ensure lessons identified are learned by tailoring AFCO ME and Nurse Triage feedback and training events.    
  • To provide medical management and advice to HRA HQ and Recruiting Force in relation to Naval Recruiting and Service Entry Medical Standards.    
  • Assist in the management of AFCO MEs ensuring they are inducted, informed of policy change, trends and updated as necessary. To measure their performance and services provided and record significant events in accordance with the contract and CG measures.    
  • To act as 4C’s co-ordinator for building 1/079    
  • To undertake medical recruitment training to AFCOs and external contractors in various locations within the UK.

REMOTE WORKING:  The role can be undertaken remotely from home. Induction will be 1 week in office to understand the role. Occasional office work can be undertaken as necessary.

Must be an OR4-OR7 of RN Medical GS MA specialisation. OR2 applicants with a recommend for the next higher rank in their most recent SJAR may be considered. 

OR8 applicants, if successful, will only be paid as and normally wear the rank of OR7.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rate or more above or one rate only below the advertised rate. Applicants one rate below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rate (excluding the advertised rate of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rate then the rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 Permanently Unsuitable Naval Service through the MBOS and Employability Board will not be considered.

Ex-Regular Reserves other ranks of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.
