Details of Organisation/Business Directorate

Under the Selborne contract, the Contractor has responsibility for management of the training output for in-scope training.  The Training Management Group (TMG) is how the Authority manages its support and assurance of the training system to ensure standards are maintained and services are delivered. 

Job Purpose - background and context

The TMG is the construct to enable collaborative working between the Authority and the Selborne Contractor and day-to-day management of the training service. It provides a forum for decision-making and the mechanism to agree change, tasks and service improvement / modernisation priorities. 

The Authority’s role within the TMG is to oversee, assure, consult, inform and influence, not to determine the way the Contractor delivers its services.  

The Authority provides suitably resourced and empowered technical, commercial and finance functions necessary to manage the contract, enable the agile and responsive management of change, and support the timely resolution of emergent risks and issues. 

The main duties of the SO3 Transition Support is to contribute to and manage the processing and administration of Service Commencement Dates (SCDs) on behalf of the Authority within the TMG EC team. 

Additionally, the post holder will be asked to provide support to the wider Modernisation and Transition Pillar and the TMG. 

The post holder will be functionally responsible to the TMG.

The post holder will be required to: 

•  Manage Authority assurance of Schedule 2.1 ‘Transition’ of the Selborne Contract;

•  Manage and contribute to, the processing and administration of EC authorisations within the TMG EC team to support progress towards and achievement of maritime and MOD shared objectives and aims;

•  Proactively engage with industry counterparts to build relationships and work collaboratively to resolve challenges and mitigate risk to programmes. 

•  Demonstrate a strong working knowledge of JSP 822 and associated governance processes. 

•  Contribute to internal team development by helping to create, maintain and improve internal documentation, process and guidance and look for opportunities to improve ways of working and/or outputs.

Responsibility    

1. Manage the processing and administration of Transition activity for the TMG.    
2. Attend relevant meetings in support of Transitions iaw SCD Schedules within the Selborne contract.     
3. Provide wider support to the Modernisation and EC teams within the TMG.    
4. Support SO1 Modernisation and Transition with day-to-day management of Transition within the Selborne contract.      
5.  Liaise and support external teams with wider Transition support.    
6. Support day-to-day management of the Selborne contract.    
8. Prepare briefs and statistical data for management purposes.     

Must be an OF2 of RN Engineer GS(OF) TM(RES) specialisation. OF1 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF3 applicants, if successful, will only be paid as and normally wear the rank of OF2.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
