NAVY CADETS COMBINED CADET FORCE (ROYAL NAVY/ROYAL MARINES) SO2 PERSONNEL (LC)

An exciting opportunity has arisen for a SO2 (ANY) to join the Combined Cadet Force (CCF) RN-RM team in its Headquarters, currently based in HMNB Portsmouth. The CCF RN/RM HQ’s role is to help support and develop young people through the delivery of a unique RN/RM Cadet experience, providing a challenging and stimulating ‘cadet experience’ within schools that develops and inspires young people through the ethos and standards of the Royal Navy and Royal Marines. 

SO2 Personnel’s key focus is to provide support to all CCF RN and RM schools and Cadet Force Adult Volunteers throughout the UK as the Personnel and Operations lead. SO2 Personnel is responsible for providing guidance and governance to CCF RN/RM school Contingents and Cadet Force Adult Volunteers, e.g. applications, remuneration, promotion, resignation, medals and disciplinary matters. As personnel lead, SO2 Personnel also acts as the SME delivering effective help, advice and guidance to both the CCF RN/RM HQ and the CCF schools. SO2 Personnel is also the lead for the delivery of the Cadet Expansion Programme which is currently in Phase 3 of its delivery, and which aims to grow overall CCF cadet numbers to 60,000 by 2024.  

This is a busy, and extremely rewarding role with a good level of variety which would suit a SO2 with staff officer experience. The ideal applicant should ideally be motivated, committed, able to work well in a small team and interested in delivering a great cadet experience to young people, raising awareness of the RN at the same time. BACKGROUND 

The Strategy & Policy Directorate leads the development of RN strategy, through a strategic balance of investment process, manages RN engagement with Ministers, the Ministry of Defence, Parliament, the other Front-Line Commands, allied Navies, other Government Departments, the Maritime Enterprise, academia and think tanks and the general public, developing and coordinating corresponding Navy policy. 

The Combined Cadet Force RN/RM HQ, under Cadets, Youth & STEM, is responsible for developing and delivering a challenging and stimulating ‘cadet experience’ within schools that develops and inspires young people through the ethos and standards of the Royal Navy and Royal Marines. 

ROLE DESCRIPTION & SPECIFIC RESPONSIBILITIES 

The postholder is foremost the Personnel lead for CCF RN/RM HQ, but also deputises and supports the Commander CCF (CDR CCF), and assists Head Cadets, Youth & STEM providing surge capacity and dedicated cover during periods of absence. 

Key tasks include:

•    Manage the Personnel Department within CCF RN HQ.  Manage and guide the 4 Civil Service Administration Officers in following both Tri-Service and single Service HR Cadet process and policies. 
•    Provide guidance and governance to CCF RN/RM school Contingents and Cadet Force Adult Volunteers regarding applications, remuneration, promotion, resignation, medals and disciplinary matters.
•    Oversee and ensure the routine review of all CFAV DBS clearances
•    Provide guidance and governance to all HQ civilian Staff and CFAVs.
•    Oversee the recruitment for Civil Service posts.
•    Oversee the recruitment for all FTRS military positions within the organisation.
•    Managing the Establishment (agreed cadet numbers) within each RN/RM Section
•    Manage the CCF HQ Logistics Team 
•    Manage the Travel and Subsistence budget on behalf of CDR CCF.
•    Act as Motor Transport Officer
•    Engage and work with Regional Cadet HQ in Aldershot and Regional Brigades and act as the CCF RN/RM ‘lead’ on any personnel-related workshops or policy re-writes, attending relevant meetings as required.
•    Attend Working Groups/Project meetings representing CCF RN/RM HQ at both single Service and tri-Service levels. 
•    To act as the first point of contact within CCF(RN/RM) HQ for administrative matters with Cadet Force Adult Volunteers, reporting on CCF RN/RM Sections and submitting timely reports if required
•    Act as IT Security Officer
•    Deliver the Cadet Expansion Programme targets and outcomes on behalf of the CDR CCF, assisted by WO1 SUPPORT
•    Routinely compare each school’s CCF RN-RM Section performance against Establishment (agreed cadet numbers), providing routine reporting to CDR CCF. 
•    Co-ordinate the RN-RM Biennial Review programme, securing Review Officers from within the RN’s current OF5 and above.  
•    To act as Divisional Officer and Reporting Officer for nominated staff within CCF HQ 
•    Carry out additional tasks and duties appropriate to Rank / Grade / Experience as directed by CDR CCF and Head Cadets & Youth and STEM

Must be an OF3 of ANY specialisation. OF2 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF4 applicants, if successful, will only be paid as and normally wear the rank of OF3.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Quals/Competencies:

SC

Enhanced DBS - Completed in role

Full UK Driving Licence to include categories B, B1, B&E, C1&E, D1.

Military Quals - ICSC(M)

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
