A vacancy has arisen for a Flight Sergeant (RAFP) to serve as the Security Advisor, Lossiemouth Transition Team (FS Sy LTT) at RAF Lossiemouth on Full Time Reserve Service (Home Commitment) (FTRS(HC))Terms and Conditions of Service (TCoS), with an initial proposed start date of 01 March 2022 (or earlier, depending upon candidate status). 

The Post holder will be responsible for: 

  • Determining the overall TESSOC threats associated with all LDP projects with a specific focus on P-8A and E7 platforms, supporting CIS and the Strategic Facility
  • Consulting with HQ No 4 RAFP & Sy Squadron Intelligence analysts, identifying any local intelligence threats to the LDP programme
  • Providing the interface between all relevant stakeholders in all phases of the LDP and on behalf of the HQ Air P Sy A Sy DLOD and leading the Security Sub-Working
  • Group ensuring that security remains a key factor in all DLOD activity
  • Consulting with HQ No 5 FP Wg and No 8 RAFP & Sy Sqn, co-ordinating the delivery of an effective security posture that supports the requirements of LDP Projects whilst enabling RAF Lossiemouth to deliver effective operations within a safe environment during transition
  • Consulting with LDP Project Managers to determine the required levels of Sy clearance for each associated post, ensuring that all contractor companies are officially accredited to undertake the Sy clearance process, ensuring that each contractor employed on LDP projects holds the required level of Security Clearance, that a record of each clearance is held by the appropriate authority and that the contractor completes all required Unit inductions
  • Providing oversight to ensure compliance with UK & US security policies in relation to LAIRCM Security and to participate within the UK/US LAIRCM Sy Working Group
  • Advising on security assurance requirements in order to meet independent scrutiny/audit and maintain a recording system for capturing security measures of effectiveness/performance management as required for LDP Projects
  • Co-ordinating and assisting with relevant inputs to MOB security requirements (Security Plans, orders, contract security etc)
  • Drafting Construction Security Policies for LDP Projects to ensure compliance with MOD and RAF Lossiemouth requirements. This includes the creation of Operation Requirement (OR) documentation in conjunction with Unit Protective Sy Staffs.
  • Ensuring that LOS Sy Staffs identify and articulate risk ownership and risk appetite levels against clearly understood operational intent. Identify security risk, recommend mitigations and drive mitigation actions with appropriate stakeholders as required
  • Attending all relevant Project meetings providing SME advice/briefings as required
  • Providing security advice regarding change activity at RAF Lossiemouth during the transition to ensure that it occurs without compromising Sy levels at RAF
  • Lossiemouth or adversely affects operational outputs. Ensuring effective liaison with
  • unit security staff is maintained to ensure a consistent approach
  • Consulting with HQ Air P Sy A Staffs, FPFHQ, No 5 FP Wg, HQ No 4 RAFP & Sy Sqn, arrange for SAM-PRAS profiling at RAF Lossiemouth throughout LDP activity
  • Acting as the primary Sy POC between RAF Lossiemouth and all LDP Projects to ensure compliance with all mandated RAF Lossiemouth Sy polices. Additionally, undertaking un-announced Protective Security Assurance Visits to Project construction areas
  • Providing SME Sy advice to the LDP Programme Director and his staffs
  • Working in partnership with DE&S Security Assurance Co-ordinator to provide SME Sy advice to the Strategic Facility Working Group to create an efficient Sy culture, determining optimum Sy practices and ensuring a secure working environment in the Strategic Facility
  • Undertaking “Crown” oversight inspections of STRAP/SAP related construction projects. In consultation with HQ Air STRAPSO/SAPSO, ensuring that relevant Project Managers are provided with infrastructure advice as required
  • In conjunction with OC LTT and Regional Liaison Officer (Scotland), ensuring that all relevant Police & Sy agencies are provided briefings outlining the transformation of RAF Lossiemouth, its future key outputs and how these changes affect joint security measures.
  • Consulting with OC 120 Sqn to ensure the creation of P-8A related Sy policies to ensure compliance with UK/US LAIRCM and platform Sy, Photographic and visitor Sy requirements and required responses in the event of an unplanned land away(s).
  • Acting as the Principle Sy POC for all NAS JAX detachment Sy requirements as required by NAS JAX Base Sy agencies and reach-back for NAS JAX Det Sy O once in post
  • Consulting with ISTAR Force Sy WO, oversee the implementation of a Protective / Cyber Security function within the Strategic Facility to support P-8A activities
  • In conjunction with DE&S Facilities Management (FM) Team, providing SME advice to ensure the Sy staffing requirement for the Strategic Facility is maintained within the relevant FM Contract
  • During final year of LTT, ensuring that HQ Air P Sy A staffs arrange for all mandated Sy Inspections/Surveys to be undertaken to assure RAF Lossiemouth transformation
  • Providing advice to the E7 Project Team on technical and life support security requirements and LI based on P-8A experience.
  • The application of security risk management business continuity and resilience
  • Critical infrastructure security
  • Application of police and security policies/legislation
  • Security policy compliance and assurance; complex acquisition and development projects
  • Protective Security
  • PRiSM or CI & InfoSy. Counter Sabotage Operational Resilience (CSOR)
  • Ability to hold DV clearance.
  • Understanding of national and multi-national physical and technical security requirements (JSP440 & JAFAN manuals)
  • Definition and delivery of effective security enabling programme(s)
  • Previous unit closure, major unit relocation, or major CIS enabling programme
  • DE&S PT experience
  • Staff briefings to senior military and political levels
  • Competence in National and multi-national SAP/security environments
  • Project Management experience (PRINCE, APM).

Unless already enlisted in the Reserve Air Forces, the successful applicant will be required to be enlisted in the RAFR with a liability for call-out for permanent service. 

The appointment is on Full Time Reserve Service (Home Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period until 31 March 2023

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis. 

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Branch & Trade Advisor to confirm current and past experience prior to being invited to interview. 

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying. 

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a). 

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage. 

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required). 

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760. 

Accommodation. Personnel serving on FTRS(HC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Lossiemouth.
