Position Role:  DACOS Operational Legacy: leads the Army’s management of all cases arising from operational legacy; oversees its operational archives; advises and supports the MOD, CofC and veterans.  The individual is the principal representative of the Army in all legal and investigative activity. 

Responsibilities:

  1. 1. Direct management of all Army related operational legacy cases, leading Army activity in concert with the CofC, notably HQ 38 (NI) Bde and Hd Arms & Services, and coordinating closely with MAB.
  2. 2. Act as the Army’s principal representative to all legal and investigative bodies.
  3. Engage directly with all operational legacy bodies, incl those set up under the Stormont House Agreement, SPLI, and others as agreed and directed by the MOD and CGS.
  4. Support MOD Director Judicial Engagement Policy in all relevant legal processes.
  5. Lead the efficient management of the Army’s operational archives, in order to support the disclosure of key documentary evidence.
  6. Deliver effective support to serving and retired Army personnel affected by legacy operational legal process (including NI, Iraq and Afghanistan) through working with all stakeholders (Vets UK, Corps Cols, Regtl Assocs, charities etc.).
  7. Support Hd IC&E in delivering a clear narrative on the Army’s role on legacy operations.
  8. Leads the Army Operational Legacy Branch.
Cross government experience is desirable, as is experience in working with DJEP.

Psc(j) - Lead for the planning function and quality of staffing across the Branch.

Operational experience, notably in NI for credibility, is highly desirable.

Important that the incumbent is credible and able to convincingly communicate with and be trusted by veterans, RHQs and both the MoD and PAGs, including the NIO, police, and judiciary.

To be successful, this officer must have the credibility to represent the Army in challenging legal and investigative environments.  This requires the ability to grasp complex and often emotive issues and represent the Army and its veterans with confidence and authority.  It will be essential to develop and maintain excellent working relationships with key stakeholders such as OGDs, DJEP, 38X and MAB and identify emerging opportunities to support the Army and its people.  Innovative and strategic planning skills are required to develop an operational legacy campaign plan which will endure for up to 20 years.
