Vacancy detail

A vacancy may arise for a Warrant Officer / Flight Lieutenant (Sy & Resilience (Gnr / Regt) to serve as SO3 Air Ex & Plans at RAF Wittering on Full Time Reserve Service (Home Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 04 September 2023, or earlier subject to candidates’ status.

You are responsible for management of the Air and Land Exercise Plans at RAF Wittering. Specifically, you are to: 

a.    Manage and coordinate the Field Training Areas at RAF Wittering in line with AP8000 requirements.
b.    Act as POC for all external requests for use of FTAs or for other trg/ex at RAF Wittering.
c.    Maintain awareness of all activities relating to bookings of RAF Wittering’s FTAs and other exercises taking place within the confines of the unit.
d.    Conducting and facilitating FTA coordination and conferences and user reconnaissance.
e.    Error check and assure all planning documents, as appropriate for each Ex.
f.    Produce the Stn Daily Safety Summaries and maintaining other documentation in accordance with DSA Safety Regulations.
g.    Conducting 1PA monthly inspections iaw AP 8000 Lft 8553 and Ordnance, Munitions and Explosives (OME) Defence Safety Regulator (DOSR) FTA regulations as well as the facilitation of 2PA and 3PA practices.
h.    Liaise regularly with the Spt Fce A5/A7 areas to ensure deconfliction and coordination of planned trg/ex at RAF Wittering.
i.    Act as sponsor for the RAF Wittering FTA Orders, ensuring they are up to date and in accordance with any changing requirements specified in AP8000 or other associated documents.
j.    Act as the central point of co-ordination for all exercise related matters and be prepared to disseminate information to the Sqns’ and other agencies as appropriate. 
k.    Be the Air Ops HQ Unit Security Officer (USyO) and Information Asset Custodian (IAC).

Must have been, or currently be, a Flt Lt (Regt), WO (Gnr) or a FS (Gnr) eligible for Promotion in accordance with AP3392 Vol 2 leaflet 560 and AP 3376 Vol 1. All promotions will be ratified by means of a promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

Must hold RMQ SA (M) 07 or SA (M) 18

Must hold SA (B) 90 

Must have experience planning activities iaw Land based training publications.

Must have a full UK driving licence.

Must have a sound working experience of service training and safety related publications.

Able to employ effective communication and information skills (verbal, written and IT).

Must attend the Land Environment Safety Course (LESO).

Must attend the DIO Range Safety Officers Course (if not already qualified).

NSV Security cleared.

Must understand current Air FP Ops (doctrine) and the Complex Air Ground Environment.

Complete Unit Security Officer training.

Working knowledge of STARS/Microsoft Excel/Microsoft Word.

IT Super User

SA (A) 90 or SA (A) 18, essential if not SA (M) 07.

Risk Assessor qualified.

Managing Safely.

Environmental protection

Waste Manager.

The closing date for applications is 05 May 2023 and interviews (unless prom board required) will take place week commencing 08 May 2023.

The role is principally a day work position; however, there may be times when you will be required to undertake tasking outside of core working hours in order to fulfil the Stn Cdr’s Mission Directive. 

Unless already commissioned/enlisted in the Reserve Air Forces the successful applicant will be required to be commissioned/enlisted in the RAFR with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Home Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 4 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a)

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
