FTRS - Home Commitment

Vacancy detail

Primary Purpose.

To manage and deconflict training delivery of the Group, ensuring the training requirements set by the Training Requirements Authority (TRA) are achieved. Management of staff and training facilities to meet current training policies and ensure Group training course content is validated.

Secondary Purposes. 

a.    In accordance with QRRN and BR3, act as Divisional Officer and 1st Reporting Officer to assigned personnel within the group, and 2nd Reporting Officer to all other ratings within the group as applicable. 

b.    To act as Line Manager for RN personnel and Functional Manager for MoD civilian and contractor staff within the group.

c.    To fulfil the role of UMMS Manager, ensuring maintenance is conducted as dictated by the system schedule.

d.    To oversee defect repair and equipment availability within the group, assisting the equipment owners in generating OPDEFs and defect reports.

e.    To co-ordinate and control the group allocation of the travel and subsistence budget.

f.    Manage the generation of the Group’s Risk Assessments and their review iaw current policy. 

g.    Deputise for the Group Officer as required and represent the group over Training Delivery for the Group SE as delegated.

h.    To fulfil the role of Departmental Co-ordinator (DEPCO) for the Group.


Post Holders Tasks/Responsibilities

1  Manage the TAP in order to ensure training output is delivered and sustained, liaising with Training Planning where appropriate.

2  Oversee TAFMIS planning conducted by Training Planning for all Group training. Ensure that each course is correctly programmed under a competent instructor and that instructors are used to best effect.

3  Ensure training is delivered IAW LSPECs and through liaison with the Group TO, ensure the content is current and relevant.

4  Manage Group manpower ensuring that personnel have the correct competencies. Liaise with MEGS SE to manage manpower gaps and generate PE OPDEFs/ PERREQs where appropriate.

5  Ensure all SE, OP and Non-OP Maintenance is conducted iaw UMMs and generate concession requests where applicable.

6  Manage equipment defects and raise OPDEFs as required.

7  Ensure that examination questions are compiled and marked in accordance with the appropriate ASpec and that examination results are submitted to the Examination Cell iaw DSMARE policy.

8  Ensure all training feedback (S3018s) is captured, investigated and actioned as required.

9  Ensure SMEs capture all relevant S2022a and that they are distributed throughout the group as appropriate.

10  Be responsible for ensuring a Group reading pack is kept with relevant: DINs, COTMs, XTMs, VISITEMs, SPORTEMs and S2022a included.

11  To be the Group Budget Controller, signing LVPOs and Budget Control Forms.

12  To deputise for the Group Officer for routine training delivery tasks and when representing the Group over future training matters.

13  To assist the Group SE in the management of health and safety iaw policy.

14  To act as the DTS iaw JSP 822.

15  To maintain JPA course completion records.

 

Must be an OR8-OR9 of MEGS OR MESM specialisation. 

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rate or more above or one rate only below the advertised rate. Applicants one rate below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rate (excluding the advertised rate of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rate then the rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 Permanently Unsuitable Naval Service through the MBOS and Employability Board will not be considered.

Ex-Regular Reserves other ranks of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.
