A vacancy has arisen for a Flight Lieutenant (Any) to serve as SO3 Reserves Recruiting at Headquarters RAF Recruiting and Selection (R&S) at RAF Cranwell on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 10 October 2022 (or earlier). 

RAF R&S’ Mission is to attract and select for training the diversity, quantity and quality of people necessary to sustain RAF operational capability. SO3 Reserves Recruiting will support Royal Auxiliary Air Force (RAuxAF) Sqns to select and recruit Part-Time Volunteer Reservists (PTVRs).

Specifically, upon successful completion of the RAF Recruiting Course at RAF Cranwell (unless already completed), SO3 Reserves Recruiting will be responsible to SO2 Reserves Recruiting for the following aspects of Recruitment and Selection:
1.    Optimisation of Reserve Recruiting achievement through timely, effective and informed stakeholder engagement across all AoRs at all levels.

2.    Ensuring the smooth running of the Reserves Virtual AFCO iot effectively and efficiently process Reserve applications and provide recruiting assistance, advice and guidance in support of sqn recruiting activities.

3.    Identification, scoping, planning, implementation, collaboration and communication of initiatives in all areas to improve efficiency/standardisation/suitability of Reserve recruiting processes iot minimise ToF, enhance candidate experience and maximise achievement of challenging Into Training Targets. 

4.    Providing informed advice and guidance to internal and external stakeholders wrt extant Reserves Recruiting Policy and processes to optimise compliance and standardisation across the Force. 

5.    Challenging and shaping Policy and processes iot optimise alignment with Reserve recruiting priorities, challenges and opportunities and thorough consultation to ensure Policy compliments external Policy/requirements/exemptions    

6.    Enhancing support provision to sqns through continuous collaboration with Sqn Executives, recruiters and Recruiting Force staffs.  Ensuring the targeted delivery of training/mentoring activities to facilitate the deployment of effective and prioritised recruiting support to sqns to enable ITT achievement.  Coordination of proactive, ad-hoc support to assist priority activities and negate impact arising from periods of surge/recruiter absence.

7.    Administering accurate, timely and comprehensive R2. Ensuring data capture processes are streamlined to provide informative and well-presented analysis to deliver effective management information wrt all Reserves recruiting activity.  This will better inform internal and external stakeholders, enable development of proactive initiatives, identify areas of recruiting risk and capitalise on potential opportunities.

8.    Devising, conducting and evaluating Reserves recruiting workshops and provide bespoke, informative presentations including management of Monthly Dial-Ins and annual Workshops and the delivery of PSTS presentations and annual Sqn Cdrs Conference. 

9.    Acting as the recruiting SME for RAF Cyber Reserves and other emerging sunrise capabilities.  Maintaining seamless recruiting support to all specialist receiving units through proactive, E2E engagement with all stakeholders and applying flexibility and initiative to ensure adherence to and exemptions from Policy are appropriate, authorised and meet the bespoke needs of receiving units whilst maximising conversion of high priority candidates.

10.    Providing informed advice and suggestions and prioritise support to R&S ATTRACT and sqn staffs to shape and optimise the success of campaigns which impact on Reserves achievement ranging from enhanced Social Media trg and platform allocation to National Marketing Campaigns and Marketing literature.   

11.    Mentoring, inspiring and empowering subordinates through effective leadership and management.  Executing effective mission command to challenge and develop the team.  Encouraging a culture that embraces initiative, celebrates success and promotes opportunities for personal and professional growth for all.

12.    Deputise for SO2 Reserve Recruiting as required. 

  • Must either have been, or currently be, a Flight Lieutenant.
  • Confident and clear verbal skills, able to engage effectively, supportively, and enthusiastically with civilian applicants.
  • Strong attention to detail, with proven ability to maintain accurate records.
  • Able to prioritise a busy workload.
  • Proven ability to work collaboratively within a team.
  • Able to build effective working relationships with key stakeholders.
  • Must be prepared to travel to undertake visits to RAuxAF sqns throughout UK.
  • Possess a full UK driving licence.
  • Have recent RAF recruiting experience. Dependant on time out of recruiting the selected candidate may be required to undertake the RAF Recruiting Course.
  • Cert RP qualified.
  • Strong IT skills (including MS Office applications particularly MS Excel).
  • A sound working knowledge of current RAuxAF sqn laydown and roles.
  • An understanding of PTVR TCoS or experience as a PTVR.
  • Experience of working with external partner agencies.
  • Experience working within a HQ environment.

The closing date for applications is 18 July 2022 and interviews will take place week commencing 25 July 2022.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of up to 31st March 2025.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAFC Cranwell.
