Vacancy detail

A vacancy has arisen for a Flight Lieutenant (Any) to serve as Covesea Flt, Executive Officer (Covesea Flt XO) at RAF Lossiemouth on Additional Duties Commitment (ADC) Terms and Conditions of Service (TCoS) of 120 days, with an initial proposed start date of 22 May 2023 (or earlier, depending upon candidate status). 

Covesea Flt is a hybrid Reserve Flt comprising personnel on ADC, PTVR and VeRR TCoS.  The role of the Flt is to provide support primarily to RAF Lossiemouth, then wider defence tasks.  Due to the nature of the task, remote/home working may not be possible.

Under the direction of the Reserves Co-ordination Officer, the XO responsible for:

a.    Oversight and management of SNCO Pay & 2 x JNCO HR to ensure all monthly / annual checks / registers and associated actions are completed on time

b.    Management of the annual BSG budget for Covesea Flt, ensuring all capitation, bounty and HTD costs fall within the approved allocation for the FY. This includes overseeing the F7301 monthly, and conducting percentage checks, to ensure RSDs accurately updated and costs are correct 

c.    Working within the D&G of OC BSW & GSS Reserves, 2 Gp, to review and manage new Reserve Support Requests (RSRs), including the initial allocation of Reserves Service Days (RSDs)

d.    Producing costings for RSD extensions for both PTVR and BSG personnel.  All submissions are to fall within the current guidelines prior to submission to HQ Air

e.    Monitoring all RSRs, ensuring that the task, rank, and commitment of RSDs are appropriate and represent “good value for money” 

f.    Provision of guidance and SME advice on PTVR and VeRR employment to all potential task sponsors. This will range from briefing individuals, Sqn/Unit/Section Cdrs, Stn Management Boards, or any other relevant forum and will, in association with the RCO, include support of Service-leavers recruitment into the reserves

g.    Liaising with Line Managers to identify how experience, qualifications and skills held by PTVR and VeRRs, both during their past military service or gained since in civilian life, can be utilised to support military output

h.    Providing an interface between Flight personnel and OC BSW, COS Pers and GSS Reserves for resolving policy queries

i.    Offering advice on the implementation of RAF Reserve integration strategies 

j.    Delivering monthly activity reports to 2 Gp GSS.

  • Must either have been, or currently be, a Flight Lieutenant, Any.
  • Able to work as part of a small team at RAF Lossiemouth
  • Proficient use of JPA administrator actors including management and mobilisation functions
  • Familiarity with Stn output and functional areas
  • Ability to influence all levels
  • Confidence to provide Stn-wide briefings 
  • Familiarity with AP3392 Vol 7
  • Have a detailed knowledge of Reserves or have been a Reservist
  • Have commanded at OF2
  • AFCO / recruitment experience
  • Be prepared to travel for meetings

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Additional Duties Commitment TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.  Due to the nature of the task, remote working is not possible.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage at RAF Lossiemouth, accommodation will not be available.
