Position Role    

Defence point of contact for national and international engagement and overseeing policy on UN Security Council Resolutions concerning and human security. This includes women, peace and security, children and armed conflict, human trafficking and protection of civilians, engagement with Civil Society, youth and protection of cultural property rights. 
                    
Responsibilities

  • Deliver the Service level components of the Human Security Implementation Strategy iaw JSP1325, including staffing training requirements, doctrine, and policy.
  • Act as senior Human Security Advisor in the RN, ensuring the concept is integrated with maritime operational planning and execution.
  • Support CSF/DD MarWar in their Executive Board membership role in the Human Security Strategic Decision Board.
  • Advise and inform senior officers verbally and in writing on international and national obligations regarding all aspects of human security. Provide speeches and lines to take for senior officers and Ministers on human security in military operations.
  • Advise and inform senior officers verbally and in writing on how the military can integrate UNSCR1325 and other UN Security Council Resolutions into military planning, operations and all aspects of operational staff work.
  • Act as a bridge between RN, MOD and X Government Departments working on gender, chid protection, human trafficking and protection of civilians. 
  • Advise and determine the force generation for RN operations requiring expertise in Human Security. 
  • Develop and inform RN policy and strategic direction by providing subject matter expertise across RN Front Line Commands and with X Government Departments, attend the RN Human Security Implementation Working Group (monthly).
  • Participate on national and international panels and symposiums on the various x-cutting human security areas.   Represent the RN at NATO meetings. 
  • Support Captain MWC by performing COS/coord function in support of overall MWC output.
  • Work in an Agile team supporting Sprints as required.

Domestic
The Operational Advantage Centre is dispersed in the Portsmouth area, the location of the role will be MWC Collingwood, but will require travel in the Portsmouth area as well as occasionally nationally.      

Employer Comments
Human Security is not well understood by military personnel and integrating UNSCRs on human security into military planning and operations requires a proactive and articulate approach. There is significant interest and support from the MoD Human Security team.  It is recognised that the individual may not have extensive experience in Human Security so a willingness to learn is essential. The Human Security aspects will not constitute 100% of the time so contribution to the running of MWC as COS is expected. The post will be based in MWC, Fareham as part of the Operational Advantage Centre.

Must be an OF4 of ANY specialisation. OF3 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF5 applicants, if successful, will only be paid as and normally wear the rank of OF4.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.


Postgraduate degree in International Relations / Defence Studies/ Global Governance or similar

Joint Operations|Human Security Advisor (HSA)|Joint| - may be obtained in post.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
