Unit Function

Terms of Service (TOS) cover the regulation of a Service Person’s engagement in the Armed Forces, giving the Armed Forces the ability to recruit and retain the right people, while offering personnel modern and rewarding careers. The Modernising Terms of Service (MTOS) Team is an enabling entity responsible for the design and implementation of new TOS policies for the Services to use to help Defence become a more modern, flexible and attractive employer to current and potential Service personnel; enabling Defence to become more agile and responsive to changing needs.

Position Role

The SO2 Pol Dev B post is an essential member of the team specialising in the development of policies to underpin MTOS project deliverables.  A key task is to engage with the single Services to enable agreement, and ensure legal reviews are undertaken to allow the timely delivery of the MTOS project and act as the RN advocate within the team.

Responsibilities

1.          SO2 within the policy development section of the military/civilian Modernising Terms of Service (MTOS)  Project Team, responsible for the design, development and implementation of TOS policies.

2.          Examine existing Terms and Conditions of Service (TACOS) and with the team, design new TOS for MTOS as required, engage with sS stakeholders, legal advisors and others as necessary, writing policy papers for 1* working groups and content for the Centrally Determined Terms of Service JSP.

3.          Undertake policy testing and validation. Collaborate across the Defence People Team to ensure coherence with existing and other policy development

4.          Work with the team to progress MTOS proposals through governance up to 3* level and collaborate with the JPA and comms leads to enable MTOS delivery and implementation.

5.          Review the TOS solutions made for Flexible Service and other Flexible Working policies and revise as required ensuring the JSP remains fit for purpose.

6.          Provide cover for the Working Group secretary and represent People-MTOS Pol Dev SO1 as required.

7.          Act at the RN advocate within the MTOS team to ensure the Navy requirement is understood and enabled.

 

Must be an OF3 of ANY specialisation. OF2 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF4 applicants, if successful, will only be paid as and normally wear the rank of OF3.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Initial Command and Staff Course (Maritime)

Human Resources / Defence Policy Experience.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
