Job Purpose - background and context

The purpose of Integrated Command Plan Insights is to support the AHd Change Delivery and team to deliver the Transformation/ Change Delivery aspects of the Portfolio Performance team with specific responsibilities to:
 
Transformation Performance:
•    Run the Integrated Plan: Set delivery plan. Monitor progress. Support development of risks, benefits, and dependencies. Manage stakeholders.
•    Govern the Plan: Support Sponsor and SRO(s) via secretariat for boards and reviews.

Agreement Plans and Performance Reporting:
Will take the lead on stakeholder engagement and management with respect to our dependencies on other Top Level Budget holders (TLBs) including DE&S, SDA, Defence Defence, Head Office and the other frontline commands.

The postholder will be expected to deputise for the AHd Change Delivery on occasion.

Responsibility   

Integrated Command Plan – 
1.    Military advice to the AHd Change Delivery to develop and maintain Integrated Plan that clearly sets out what is to be achieved, by when and how.
2.    Working collaboratively with SEO Change Delivery Manager, network and engage across the Command to develop and maintain understanding of how Integrated Plan outcomes are supported by Navy Portfolio of programmes and projects.
3.    Working collaboratively with the SEO Change MI and Analytics provide support to the Sponsor and SRO(s) at the relevant boards with appropriate reporting, visualisations and information from the Integrated Plan to enable timely decision making.
4.    Represent Assistant Head Change Design as and when required.   
5.    Agreement Plans – stakeholder management, oiling the process, ensuring delivery on time, managing senior commitment.    
6.    Performance Reporting and dependency management – liaising with outer offices, ensuring appropriate comms, supporting the so-what.   

Must be an OF4 of ANY specialisation. OF3 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF5 applicants, if successful, will only be paid as and normally wear the rank of OF4.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Experience:

•    Managing relationships with stakeholders effectively, maintaining their confidence and influencing them.

Technical:

Essential
•    Competent use of MS Word, Excel, PowerPoint, SharePoint, MS Teams.

Experience:

Desirable
•    Awareness of the Navy Command Operating Model and major Programmes.
•    Drawing together and presenting reasonable conclusions from a wide range of evidence.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
