A vacancy has arisen for a Wing Commander Engineering (RAF Eng(AS)) profession to serve as Head of the Defence Air & Space Technology School (Hd DASTS) at Defence College for Military Capability Integration (DCMCI), Defence Academy (Def Ac), Shrivenham  on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TaCoS), with an initial proposed start date of 01 November 2022 or earlier if applicable.

The Unit function is the delivery of world-class education and training to develop the intellectual edge needed for success on operations and leadership in government.

The Role function is to lead the Defence Air and Space Technology School (DASTS) acting on behalf of the MAA Sponsor (non-specialist) and in direct response to recommendation 21.c.2 of the Nimrod Review (Haddon-Cave, 2009), the Hd DASTS is accountable to the Head of Delivery for managing the delivery and using their front-line experience to influence the content of, mandated military airworthiness and aerospace modules at postgraduate level.

Hd DASTS is the sole SQEP within DCMCI on airworthiness matters and, therefore, must have proven and recent experience in successfully managing airworthiness risk-to-life in the demanding op environment.  

The Role responsibilities are to: 

•    Command, lead and manage the Defence Air and Space Technology School to deliver effective and inspiring  trg/education to meet the needs of Defence.  
•    DefAc Senior Adviser (SQEP) to the Mil Aviation Authority (Regulator) on airworthiness-related policy and trg/education matters.
•    Customer to the DefAc’s contracted academic partner for Air & Space Tech courses.
•    Proactively  support delivery of the People/Training aspects of the Defence Space Strategy.
•    Chair DASTS Customer Executive Board. Maintain Continuous Improvement activities and culture across DASTS.  
•    DCMCI Delivery Executive (deputising for the OF5 Hd as required).
•    Air & Space Tech Zone Owner and risk manager (DCMCI Tech Hub). Refresh and market capabilities to attract and engage visitors and students.
•    Design and deliver inspiring briefs on airworthiness and aerospace engineering topics to a variety of stakeholders, incl. STEM groups.

  • (Officers) Must either have been, or currently be, a Wing Commander Engineering (RAF Eng (AS))   
  • NSV-SC
  • Post Command (appointment at OF4 as CAE/Mil CAM)
  • Postgraduate-level qualification in a relevant subject (e.g. military airworthiness or aeronautical/aerospace engineering)
  • Accredited member of the Engineering Council and/or recognised professional STEM institution (e.g. IET, IMechE, RAeS)
  • Advanced Command and Staff Graduate

And, if not qualified already, be prepared to acquire the following in role:

  • Qualified in Programme / Project Management
  • Defence Trainer Course (or DHET)
  • DSAT Manager’s Course

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TaCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TaCoS.  Personnel taking this appointment from other TaCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TaCoS specific and may not be retained or transferred on transition between TaCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TaCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS (LC) TaCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, whilst serving within JFD.
