The Directorate of Basing & Infrastructure (D B&I) is the Army’s intelligent customer for infrastructure, working with DIO, to enable the Army to live, work and train.
SO1 refine within DB&I Reserve Forces' & Cadets' Association Estate Optimisation Programme (REOP) to develop and align REOP with wider Def Reviews and develop Programme to deliver Infrastructure projects using DIO and Regional RFCA as the delivery agents and hold them to account for delivery.
1. Realign RFCA Review Baseline to meet new Defence Reviews and Single Service change initiatives including IR, DEOP, FR30 and ASTRA.
2. Focus for support and development work created from emerging Reserve Infrastructure Programme.
3. Work with REOP Plans to develop and staff Business Cases to allow Value for Money (VfM) decisions to be made by the Army Chain of Command holding DIO/CRFCA to account.
4. Lead input to Programme Boards and Working Groups to ensure Stakeholder Engagement and Infra DLoD input, internal and external to the Army (notably RAF within the Cadet arena).
5. Co-ordinate with DIO and CRFCA to manage initial investment oppertunities within REOP.
6. Oversee CRFCA delivery of non-contentious Infrastructure Projects at the Regional level.
7. Personally energise and add momentum to the end-to-end project process, to ensure infrastructure delivery meets the needs of the Army Reserve.
8. Lead, engage and interact with DIO and Regional stakeholders to deliver geographically dispersed Projects ensuring VfM is achieved in line with Statement of Need (SoN).
9. Track financial expenditure by DIO/CRFCA in infrastructure development and re-profile and prioritise through B&I as required.
Travel and up to 35 days separated service per year are a requirement of this post.
Army
ACSC / Grade 1 staff experience / MSP (Can be completed in role), Policy and Finance experience useful.  Experience and understanding of the Reserve environment would be advantageous

A newly created post within a new OF5 led Team that has thus far delivered the first milestone report to SoS,  The next steps are to refine and then deliver the  task of  improving / rationilising and setting out a new strategy for the management of the RFCA Estate.  Suited to an OF4 who is looking to join a dynamic team with a clear mandate to get on and deliver what is needed.  Post is funded for 24 months subject to ABC 22 which should see additonal funding available for more years beyond initial scope.
