Unit Function

The RCDS course spans an academic year to provide its Members with an education at post-graduate-level in international affairs, security and strategy. Indeed, despite the historical name of the College, its course contains little related directly to defence. Rather, it studies and concentrates on the wide range of factors that relate to stability, security and prosperity at global, regional and national levels.

Position Role

Provides expert subject matter advice on MoD training and education policy and best practice to the RCDS Commandant, Course Director and Management Board. Conduct DSAT Quality Management compliance assessments, seminar observations and first party audits. Provides secretariat support and convenes Course Assessment and Design Meeting, Course Reviews and Senior Customer Group Meetings. Prepares, supports and hosts second party audits and progress reviews with external assessors. Supports the RCDS Mess by arranging audits and spot checks as required.

Responsibilities:

1. Engage with Training Requirement Authorities (TRA), establishing a governance battle rhythm and agreeing assessment policy, requirements setting and establish customer external validation procedures. Convene and act as secretary for Customer Executive Boards (Senior Customer Group) Meetings.

2. Convene and act as secretary for Course Assessment and Design Meetings and for Course Review Meetings.

3. Manage the RCDS learning quality management assurance system and Members Surveys. Design and implement key stage Course Reviews. Contextualise feedback and suggest agile delivery responses to enhance learning effectiveness and continuous improvement.
4. Conduct first party DSAT audits and support the requirements and preparations for external second party audits. Implement recommendations and observations.

5. Conduct reviews of the management of Socratic seminars and provide suitable assurance and suggestions for improvement in delivery (including virtual delivery using electronic platforms and tools).

6. Devise and deliver a modular package for the Defence Higher Professional Education Training for newly arrived Senior Directing Staff. To include seminar management, assessment criteria and higher education teaching skills and principles.

7. Advise on DSAT requirements and best practice for RCDS Assessment Policy and Assessment Matrix.

8. Co-ordinate and support RCDS Mess Audits as required.

9. Represent RCDS at Defence Academy Governance Boards and Digital Lead Forums.

FTRS (HC) employment rules apply. Individual may be required to work long hours with minimal notice and travel to outstations and stakeholders will be required occasionally.

This role attracts Home to Duty Travel in accordance with JSP 753 07,0306d.

 d.           Amended/Updated Non Regular Permanent Staff (NRPS), FTRS (Home Commitment), FTRS (Limited Commitment) or Additional Commitment personnel serving in Inner London assignments greater than the PC distance from their Residence at Work Address.  For HDT purposes, Inner London is defined as serving within a radius of 5 miles from Charing Cross (statue of King Charles I - WC2N 5DU).

  • The post holder is to have a strong background in Defence Systems Approach to Training and Training Audits.
  • The post holder will have excellent presentation and communication skills, both verbal and written and able to speak truth to power in issues of DSAT compliance and analysis of feedback.
  • The post holder is to have strong organisational and interpersonal skills.
  • The post holder is to be able to prioritise, work under pressure and to meet strict deadlines.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


ADC 180 DAYS PER YEAR

INITIAL COMMITMENT LENGTH WILL BE 3 YEARS WITH POTENTIAL TO EXTEND

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank/rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank/rate or more above or one rank/rate only below the advertised rank. Applicants one rank below may be employed in the acting higher rank (excluding the advertised Rank of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank/rate then the rank/rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged through the MBOS and Employability Board will not be considered.
