Aim

The primary purpose of the Strategic Finance Business Partner (Strat FBP) is to enable resources to be appropriately managed within financial constraints and provide recommendations and advice which reflects that agreed and directed in the Command Plans. In practical terms, the Strat FBP provides the military context and strategic narrative alongside the Finance Business Partner who will provide the financial advice and assurance to the relevant 2* Director.

Organisation

 Within the Finance Directorate there are 4 x OF4 and 4 x OF3 Strategic Finance Business Partners supporting the various 2* Directors (Commander Maritime Operations, Commander UK Strike Force, Director Develop, Director Acquisition, Director Force Generation, Director Submarines, Director Naval Staff, Director Strategy & Policy and Director People & Training).  Strategic Finance Business Partners will be assigned to 2* Directors based on experience, skill and business need and it is expected that OF4 Strat FBPs will provide oversight, support and guidance to those Strat FBPs fulfilling OF3 roles.

Additional Responsibilities:

Contribute to the Navy Command AGILE and SCRUM. All Strat FBP are to be prepared to assume a SCRUM Master role in support of their FBP (named OF4 Strat FBPs to assume SCRUM Master (CoS) in support of their B1 FBP).

a.    Provide military advice as required to the wider FBP team. 

b.    Assist and advise the FBP and Financial Team staff when preparing written submissions and notes. 

Responsibilities

1.    All Strat FBP are functionally accountable to their FBP (B1) and are their FBP’s primary link with StratFin to maintain a coherent financial narrative and for military divisional responsibilities. 

2.   Working routines will require a minimum of 8 days per month in-office to support collaborative working. However, for at least the first 6 months, it is expected that a significant increase beyond 8 days per month in-office will be required to grow understanding  and competence in the role.

Must be an OF4 of RN WELRM (OF) specialisation. OF3 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF5 applicants, if successful, will only be paid as and normally wear the rank of OF4.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Competences

1.    It is desirable for all Strat FBP to have completed the following courses:

a.    SCRUM Master’s course. 

b.    FinMilCap (Practitioner / Advanced) (Defence Academy Courses).

c.    Introduction to MOD and Government Finance (Various locations).

d.    Management of Portfolio™, Management of Successful Programmes®.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
