PREAMBLE

1.         ACNS provides the NCHQ lead for the governance of RN Engagement. The 2* HQ provides direction and guidance to the 1* NRC Command for management of RN Engagement requirements and in year/ABC forecast of funds and resources.

2.         This governance extends to include the RN’s engagement within the Science, Technology, Engineering and Maths (STEM) arena, the RN’s engagement with the University Technical College (UTC) programme and the delivery of bespoke supporting STEM events/competitions such as the Royal Navy Engineering Challenge (RNEC).

  • STEM Engagement is a key element of the RN’s wider outreach activities and is facilitated by volunteer STEM ambassadors. STEM activity is coordinated by the UTC Team which draws on a dedicated STEM budget within the wider ACNS 2* financial allocation. STEM activity is governed by the Defence STEM Youth Engagement Strategy (overseen by the 3* Defence Engineering Champion).

 

  • The RN is an Employer Partner of the UTC programme, which comprises 49 state-funded colleges across England and is a founder Member of UTC Portsmouth. The RN is formally affiliated with 11 engineering UTCs within the programme and 2SL is a member of the Advisory Board to the Baker Dearing Educational Trust, the umbrella organisation for UTCs. As part of this commitment, the UTC Team supports affiliated UTCs by conducting engineering and personal development instruction at the colleges and organising residential vents/visits.

3.         The UTC/STEM Events and Projects Manager role is an FTRS(LC) position which can be based in throughout the UK working as part of the Royal Navy’s University Technical College Team, which lodges in HMS NELSON.

PURPOSES

4.      Primary Purpose: To act as the UTC/STEM Lead and Project Manager for nominated projects and events; including, World Skills (annual in Q4) and Big Bang UK (annual Q1) and Subs in Schools (annual in Scotland).

5.      Secondary Purposes: Discrete project management tasks as agreed with the UTC/STEM Team Leader.

ROLE AND RESPONSIBILITIES

Design and deliver the RN/RM participation in the UK’s National ‘World Skills’ event.

Design and deliver the RN/RM participation in the Big Bang UK event

Manage the Subs in Schools project in conjunction with the chosen civilian delivery organisation,

Draft routine reports and returns as requested by the UTC Team Leader.

Provide direction, advice and assistance to Command on high-profile events as required.

Must be a serving Regular or Maritime Reserve OF2 or OF3 or Ex-Regular OF2 or OF3 of the Engineering specialisation.


Experience:

The Events and Projects Manager should have strong project management skills and, ideally, relevant experience in large-scale events management. Knowledge of civilian sponsorship and contracting arrangements is also highly desirable as the role has a strong commercial focus.


The following are to be gained once in post:

MODNET Training;

Defence Information Management Passport;

Protecting Information Level 1;

JOLC(2) – desirable;

ICSC(M) – desirable.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 12 MONTHS WITH POTENTIAL TO EXTEND

NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
