PREAMBLE
 
The Commander Maritime Reserves (CMR) commands the Royal Naval and Royal Marines Reserves, known collectively as the Maritime Reserves (MR).  
The purpose of the MR as set out in the Command Plan is to provide enough capable and motivated personnel, at readiness, to reinforce Regular Forces.  
The function of the MR HQ is to set, shape and manage the conditions by which the MR can generate and maintain capability at readiness support of the Naval Service. This is achieved through use of the Maritime Reserves Operating Model (MROM).
 
PURPOSE
 
Primary Purpose. DACOS(RT) is responsible for the Force Development of the Maritime Reserve. This is delivered through leading Programme PROTEUS and MR links to RF30 and P&T Transformation. DACOS(RT) leads at OF5 in NCHQ on all matters relating to Force Development, strategy, transformation, corporate communications (MCE) and recruiting.
 
Secondary Purposes and Principal Tasks:
 

To lead the Maritime Reserves Transformation Programme to deliver the Maritime Reserves Directive. This is primarily delivered by Programme PROTEUS and Project WALCHEREN. Lead subordinate projects as directed by CMR.

With DACOS T, oversee the MR aspects of Project SELBORNE, integrating them into the MR Transformation Programme;
 
To develop and be the custodian of CMR’s Reserve Force People Strategy;
 
Working with Captain Naval Recruiting (CNR), lead on MR recruiting direction and set both recruiting and GTS targets for MR units;
 
Be the custodian of BR3, Vol 2;
 
Lead on policy development for MR Employer Engagement (EE) and Employer Support (ES) activities; directed through Captain (Engagement);
 
Lead on media and communications for tactical activity, with professional support from Captain (Engagement);
 
Be a member and/or chair the MR promotion boards as requested by DACOS (Proms);
 
Work with FR20 Programme Manager to ensure a coherent and coordinated working structure in respect of FR20 programme implementation;
 
Develop and manage MR retention policy and processes as a specific element of the MR People Strategy;
 
Develop and implement the MR contribution to DACOS (Innovation);
 
Implement MOD policy for the RNR/RMR and contribute to its development as a Subject Matter Expert (SME), as appropriate; and,
 
Act as Reporting Officer for uniformed and civilian staff as required.

 
ACCOUNTABILITY
 
DACOS (RT) is accountable to CMR.
 
AUTHORITY
 
DACOS (RT) is authorised to:
 
Deputise for CMR and represent in committees/meetings as required;
 
Exercise functional authority over OF5 SMB Members, as required, in relation to Transformation;
 
Act as the expert advisor to CMR on all matters related to the primary and secondary objectives;
 
Design, issue and implement strategies, plans and instructions in pursuance of the primary purpose;
 
Liaise directly with Navy Command directorates and external bodies in pursuit of the primary and secondary purposes;
 
Sign correspondence on behalf of CMR; and,
 
DACOS (RT) is the 1st Reporting Officer for:
 
(i)          SO1 Reserves Transformation
(ii)         Project Officers as required
 
DEVELOPMENT OF STAFF
 
9.       DACOS (RT) is to ensure that people development is at the heart of CMR HQ and wider MR working practices, including thorough induction training, agreeing and setting individual targets using SMART principles, conducting staff appraisals and obtaining feedback on the value of all training undertaken.

  • MR Senior Management Board (SMB) (as Deputy Chair)

  • NCHQ Transformation Scrums

DOMESTICS

The role is NCHQ (Whale Island) based with an expectation that the successful candidate would spend at least 3 days per week in CMR HQ but with remote working possible from time to time. Delivery of the Programme and supporting Projects also requires attendance at meetings in MOD London and Northwood, and also visiting MR units around the country which is likely to exceed 30 days per year, hence the FC nature of the position.

The focus of the role will be to deliver Programme PROTEUS and the supporting projects that underpin the Maritime Reserve Directive with FOC in Sep 22.

Must be a serving Maritime Reserve in the rank of Substantive OF4 or above of ANY specialisation including Royal Marine Reserves.

COMPETENCES

The post holder is to remain in date for mandatory Naval Core Training (NCT).

The following abilities, to supplement the assumed competences of an OF5 (leadership, management, control of resources), are required:

  • To be P3M trained and experienced, or to have proven Programme Management skills.
  • To be able to adopt Agile methodology within a P3M framework
  • To operate as DACOS level within NCHQ;
  • To drive, shape and lead business delivery and transformation;
  • To be a full time visible, recognisable and credible leader of the MR; and,
  • Management of civilian staff including mandatory training courses:
  • Diversity and Inclusion
  • Interviewing Skills
  • Performance Management

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) may volunteer to undertake THIS period of FTRS/ADC. 

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank/rate, specialisation, qualifications and experience to fill the posts for which they apply. 

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged through the MBOS and Employability Board will not be considered.
