A vacancy has arisen for a Flight Sergeant (Pers(Spt)) to serve as FS HR at Intelligence Reserves Wing, RAF Waddington on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 12 July 2021 or earlier if circumstances permit.

HQ Intelligence Reserves Wg is responsible for the recruitment, training, mobilisation and HR of all those serving on the 3 Intelligence Sqns. Under the direction of SO3 HR & Rec, as FS HR you are responsible for the efficient administration of the 7006, 7010 & 7630 (Volunteer Reserve) Sqns and the HQ staff for the implementation of RAuxAF policy and the provision of RAuxAF manpower in support of operations and exercises. You are also responsible for all aspects of organisation and administration within Int Reserves Wg.  In particular you are to support both Air Cmd and 11 Gp in accordance with their respective mission statements.

As Reserves in general work at weekends the successful applicant will be expected to work a minimum of 1 weekend per month at Waddington/Wyton or other working locations as required, with time off in lieu during the week. The FS HR post includes but is not limited to the following responsibilities:

  • The supervision of 1 x SNCO, 1 x JNCO and 1 x SAC TG17 personnel within the Int Reserves Wg HR office; including their personal and career development and welfare requirements.  Ensuring that, in the execution of their daily duties, they adhere to current regulations and their individual TORs.
  • Interpretation of regulations and provision of advice for all admin and reserves matters, including Pay, Allowances, Terminations, Further Service, Promotions and Transfers and should be prepared to challenge outdated regulations to benefit recruitment and retention of PTVR personnel.
  • Acting as the Unit Focal Point for all Service Request Management Group taskings from DBS and ensuring that all tasks are completed within the stipulated time frames.
  • As a Personnel Function Area supervisor, you are to apply the JPA supervisory process as appropriate to your rank and ensure the completion of all HR management checks and the upkeep of A1 assured registers.
  • Management and oversight of all appraisal output, including standard and evaluations checks on the quality of report writing, undertaking management checks on the consolidated appraisal register and facilitating/delivery of appraisal workshops.
  • Under the Int Res Wg Supervisory Care Directive provide welfare support to Ph 1 & 2 students, signposting and providing support, as necessary.
  • As the Establishment Administrator you will be required to instigate and monitor ECR submissions through the 11 Gp Authoriser for onward approval by MCT and other stakeholders.
  • As the Reserve Attendance Pay Service Lead, you will be required to create new user accounts, instigate bespoke trg packages for new authorisers/users and ensure that all Attendance Based Pay submitted on JPA stands up to the scrutiny of the National Audit Office.
  • Must either have been, or currently be a Flight Sergeant (Pers(Spt)) or a Sergeant (Pers(Spt)) who is eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. 
  • Knowledge and experience of RAF Reserves. 
  • Must be willing to conduct flexible working to align with Part Time Volunteer Reserves (PTVR) training requirements, including, on occasion, working weekends.
  • Experience of working with Reserves. 
  • Equality & Diversity Advisor.

  • Reserves Administration.

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the RAFR with a liability for call-out for permanent service. 

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 4 years. 

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis. 

Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying. 

Ex-service candidates who have been administratively discharged will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Additional guidance can also be found at https://www.gov.uk/guidance/pensions-and-compensation-for-veterans. Of particular note is reference to the ‘Effect of Re-employment on Commutation’. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel can request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage. 

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required). 

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. Leave entitlement is detailed in JSP 760

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
