Vacancy detail

A vacancy has arisen for a Squadron Leader to serve as SO2 Full Time Reserve Service at Headquarters Air Command, RAF High Wycombe on Additional Duties Commitment Terms and Conditions of Service, with an initial proposed start date being 1 July 2021 or earlier if circumstances permit.

The specific responsibilities of SO2 Full Time Reseve Service include:

  • Overall Supervision and Management of 1 D band, WO FTRS P2/P3 and subordinate staff.
  • Desk Officer for 1500+ FTRS/ ADC reservist covering commission/attestation, promotion, change of engagement, extension of Service, professional development and termination.
  • Responsible for advertising all FTRS and ADC appointments.
  • Advising post sponsors on the recruitment process and selection of ADC and FTRS personnel.
  • Sponsor for elements of AP3392 Vol7 Regulations for the Reserve Air Forces and Reserve Forces Admin Instructions that relate to FTRS TCOS.
  • Working closely with all Manning pillars within the framework of the Manning Strategic Standardisation Working Group to define and gain agreement to Manning’s HR initiatives and practices. Promote the utility of RAF Reserves within that WG.
  • Optimising the career development of all RAF Reserve personnel in line with their aspirations, abilities and the needs of the RAF.
  • Establishing and maintaining good working relations with key stakeholders including Branch & Trade Sponsors.
  • Development, interpretation and application of reservist personnel management policies including TCOS.
  • Deputising for SO1 Reserves Support.
  • Must either have been, or currently be, a Insert Squadron Leader or a Flight Lieutenant who is eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000 . If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the PSB. All Promotions will be ratified by means of a Promotion Board.
  • HR background.
  • HQ Staff Policy Experience.
  • Understanding of Reserves TCOS; FTRS, PTVR & SR.
  • Working Knowledge of Reserves Forces Act 1996 and AP3392 Volume 7
  • Managing Civilians.

Unless already holding a commission in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service.

The appointment is on Additional Duties Commitment (180 Days) TCOS in accordance with AP 3392 Vol 7 for an initial period of up to 4 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment. Furthermore, prior approval must be sought from the relevant Branch & Trade Advisor in order to confirm current and past experience prior to being invited to interview.

Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsors proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues. Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). The successful candidate will be employed for 180 days a year, including leave on a pro-rata basis, working approximately 3 days a week. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment.

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. ADC personnel are eligible for annual leave and public holidays in accordance with AP 3392 Vol 7.

Accommodation. Personnel serving on ADC TCOS are eligible to Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF High Wycombe.
