The SM Training Capability (SMTC) programme will realise a modern whole flotilla-based training capability in the Single Integrated Operating Base at HMNB Clyde, transforming SM training in line with Navy Command’s Personnel and Training Transformation intent and providing the human component of capability for Defence Task 2. The largest component of SMTC is the Future SM School (FSS), being delivered by Proj Selborne (SEL), which will modernise and relocate current SM training and provide future Dreadnought training. The Selborne contractor who will deliver FSS, requires MESM/MASM support from the Authority in developing training requirements, ensuring pipeline coherence and providing critical SME knowledge and expertise to support training solution development.

 

Primary Purpose: Act as FSS Assistant Requirement Manager (ARM) for MESM and MASM disciplines and focal point for all desk level interactions within HMS Sultan. The ARM will assist in the identification of all future training requirements for FSS, assisting in the management of the TLOD including development, acquisition, delivery and through-life support of associated training solutions across the stakeholder base. Key activities to achieve this:
 
a)           Provide technical and equipment MESM SQEP to define and develop the requirements for the MESM Group SM specific training to be delivered by the FSS and provide MESM consultancy support during the design process of the FSS Infrastructure. Specifically, the ME focal point for RFIs through the Detail Design and construction Phase for MESM/MASM specific equipment.
 
b)           Maintain comprehensive situational awareness and SQEP in MESM, and Capability Management to provide accurate, timely and well-informed direction and advice to the SMTC programme, 22 Gp, DirP&T, NBCC and other stakeholders on FSS matters.
 
c)                    Provide Cat A SQEP to analyse the potential split of ME training between that in-scope for provision at HMNB Clyde and that remaining at HMS Sultan and the development of efficient and effective training pipelines that minimises incoherence with the Surface Flotilla for HMS Sultan training units and for individual trainees.
 
d)                   Be the MESM SQEP in the development of the PLoD transition to the Clyde, liaising as necessary with 22Gp, Navy Command and SM, ensuring coherence with SM Manpower Recovery and Future Submariner Programme.
 
e)                   Provide MESM SQEP to DSST on the timely and efficient integration of the Dreadnought MESM training solution with current training and other new SM training equipment into the FSS including any training transformation projects.
 
f) Assist in the development of coherent FSS, Selborne and SMTC approaches to the TLOD, including the development of FSS training requirements, plans and procedures to ensure that MESM & MASM training is fit for purpose for FSS FOC.
 
g)                   Act as the conduit between FSS and the DDirFT HQ, providing RN(MESM) SME input into the development of training activities on behalf of DDirFT.
 
h)                   Assist in the Assurance and acceptance of TLOD activities, including TNAs, by MOD contractors. Proactively engage with TLOD suppliers to pre-empt TLOD assurance and quality assure their outputs.
 
i) Attend Training Working Groups and as necessary to ensure coherence of planning and development activities, notably those of the FSS and SMTC Programme.
 
j) Assist in the production of training requirements documentation (e.g. SRDs, URDs, Support Plans and Statements of Requirements) as required by Navy Command, SDA or the Selborne Contractor.
 
k)                    Identify opportunities to capitalise on efficiencies and potential TLOD cost savings, exploit training synergies and eradicate unnecessary ‘stove-piping’ within the maritime domain.
 

 
Secondary Purposes:
 
Assist in the management of all outsourced TLOD activities within the FSS MESM/MASM area of influence, working with FSS PMO appropriately to contract and manage such activities.
 
Undertake contingent tasking as directed by the FSS MESM Workstream Lead
 
ACCOUNTABILITY
 
NC MTAO FSS ARM(MESM) is accountable to: 

a.      Line Accountability. NC MTAO FSS Infra RM
 
b.      Functional Accountability. NC MTAO FSS Infra RM
 
AUTHORITY
 
NC MTAO FSS ARM(MESM) is authorised to:
 
Represent FSS Infra RM on FSS, SMTC and SELBORNE TLOD matters.
 
Provide D&G to Selborne, SDA and NC in order to fulfil the above responsibilities.
 
Provide TLOD input to other Equipment Project Teams and Contractors.
 
Generate routine correspondence concerning TLOD issues on behalf of FSS Infra RM.


Must be a serving Regular or Maritime Reserve OR8 or OR9 or Ex-Regular OR8 or OR9 of the ME SM specialisation.

Must also hold or gain the following:

NCHQ induction training (including capability management)

Capability and Acquisition Modules 1-3

Risk Management

CASP training

TNA conduct and management

Nil

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 12 MONTHS WITH POTENTIAL TO EXTEND

NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank/rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank/rate or more above or one rank/rate only below the advertised rank. Applicants one rank below may be employed in the acting higher rank (excluding the advertised Rank of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank/rate then the rank/rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged through the MBOS and Employability Board will not be considered.

Applicants of an equivalent rank from sister services may apply, however Ex-Regular or Volunteer Reserve Officers and Volunteer Reserve Other Ranks will only be accepted if they are FIRST accepted into the RNR or RMR and only if an appropriate specialisation sponsor can be identified to sponsor the applicant. Ex-Regular Other Ranks will be accepted but will have to transfer to the RFR.
