Nuclear Transport Operations Officer (NTOO)

As part of a team of 4 SO2 NTOOs (1xRN, 1xRM, 1xArmy &1xRAF) provide support to the Nuclear Transport Operations Group (NTOG). The NTOG delivers safe and secure transport operations for Defence Nuclear Material (DNM) and Defence Nuclear Assets (DNA) in support of the UK Nuclear Deterrent programme. The NTOG is a multi-agency delivery organisation of Ministry of Defence Police, AWE Aldermaston contractors and military personnel. The NTOOs are a key part of the Defence Nuclear Organisation’s (DNO) Operations Headquarters element based at AWE. The DNO Transport military element is parented by RAF Odiham in terms of HR including management of FQs, SFA or SSSA if not based local to AWE.

• Specifically:

- The NTOOs manage delivery of all DNO transport operations to meet the deterrent programme.

As the newest member of the team the selected individual will:

- Qualify to perform the operational role.

- Once qualified deploy as Nuclear Transport Operations Officer to meet operational programme;

- Learn the secondary roles performed by the NTOO team and support them so that when the next handover occurs, they will step into leading on a specific role. Previous experience and knowledge will be taken into account when allocating secondary roles to maximise benefit to the team.

The Secondary roles are:

- Manage the Post Operation Review process.

- Manage DNO transport operations programming and planning;

- Manage delivery DNO transport operations training delivery;

- Manage delivery DNO transport competence assessment, recording and management;

- Manage delivery DNO transport policy and operational documentation;

- Manage delivery DNO transport internal assurance activity primarily for nuclear safety and security;

- Input operational DNM transport capability user requirements to meet future requirements;

- Deploy and Support DNO Transport Nuclear Emergency Organisation;

- Manage delivery and development of DNO Force Development and Training;

- Manage liaison with NTOG Agencies and supporting units and infrastructure to ensure operational delivery.

- Support delivery of Nuclear Safety and Security Arrangements

Must be a serving Regular or Maritime Reserve OF3  or Ex-Regular OF3  of  ANY  specialisation.

Within 6 months of joining the selected Candidate will complete most of the following training:
• Nuclear Weapons Foundation Course (NWFC).
• Z6 - Nuclear Weapon Familiarisation.
• NIC (Nuclear Introductory Course).
• Nuclear Convoy Induction Training.
• Nuclear Training Week (NTW).
• Radioactive Material Emergency Response Course (RMERC).
• Media Training.


EXPERIENCE:
DV clearance is essential to this role.

• Military status is essential in order to command military personnel on convoy duties, military resources provided by SJC in support of Transport NEO and to enforce credibility within a UK/US emergency response force.
• Suitably mature and experienced Candidate are required to act as DNO Transport assurance representative on DNO Transport Operations.

QUALIFICATIONS/TRAINING:
• Initial Staff Course.


EXPERIENCE:
• Successfully completed Charge Appointment or possess recommendation for Charge Appointment.
• Any experience from RN post that provided knowledge of Nuclear Weapon or Propulsion programmes
• Experience in a Staff Officer role
• Command Experience
• Experience of Public Relations or Media Operations.
• Broad knowledge of the UK National Deterrent
• Quality/Nuclear Assurance/Compliance
• Nuclear and general security

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM WF FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank/rate, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank/rate or more above or one rank/rate only below the advertised rank. Applicants one rank below may be employed in the acting higher rank (excluding the advertised Rank of WO2 or WO1) if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank/rate then the rank/rate worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged through the MBOS and Employability Board will not be considered.

Applicants of an equivalent rank from sister services may apply, however Ex-Regular or Volunteer Reserve Officers and Volunteer Reserve Other Ranks will only be accepted if they are FIRST accepted into the RNR or RMR and only if an appropriate specialisation sponsor can be identified to sponsor the applicant. Ex-Regular Other Ranks will be accepted but will have to transfer to the RFR.
