PRIMARY PURPOSE

To support Director People and Training (Dir PT) Capability Management (CM), operating over the scope of the Selborne contract.

SECONDARY PURPOSE

PM will provide a CDEL/RDEL training equipment (TE) resource consumption accounting forecast and usage.

When nominated, a PM will act as the overall CDEL/RDEL Financial Resource Manager for the team. 

PRINCIPAL TASKS

Utilising APM/PRINCE 2 methodologies to ensure Project activity is delivered iaw the Acquisition System Guidance (ASG) approach to Capability Management (CM) and Project Management to ensure TE is delivered efficiently and effectively and meets the Project Sponsor's required capabilities, through life, across all Defence Lines of Development.

Provide CM Project Management of TE Projects, as allocated by SPM, to deliver TE funded by NCHQ and delivered against an establishment, Dir PT or Navy Command requirement whilst minimising the impact on training delivery.

Provide Project Management of TE removal and disposal in order to dispose of redundant TE, as allocated by SPM, ensuring TE is disposed with no impact to training.

Provide Project Management of the repair and support of non-GFE, non-DE&S supported, bespoke TE, as allocated by SPM, in order to provide repair and support to legacy TE.

Provide advice to DE&S Training-LOD Projects in order to facilitate defence compliant installation or disposal of TE ensuring host establishment installation and disposal standards are met.

Provide a Project Management service to facilitate the installation and disposal of DE&S Training-LOD funded TE Projects, as allocated by SPM, to enable the Fit-to-Receive (FTR) element and oversight of DE&S TE delivery.

Provide direction on commercial and contractor interaction to establishment staff reference TE procurement to ensure that potential TE contractors are engaged appropriately ‘Subject to Contract’.

Scrutinise and staff all relevant papers related to the Training Projects for which he/she has responsibility.  This includes, but is not limited to; SoR, URD, SRD, RCR, Investment/Options Appraisal, Business Cases and Equipment Specification documents.

To bring to SPM and TPKC's attention any factors which could adversely affect current or future training.

When nominated, co-ordinate TMG Training Equipment CDEL/RDEL funding bids for all training requirements identified by the TPKC.

When nominated, produce a monthly profiled Forecast of Outrun (FOO) for NCHQ, ensuring that a detailed account of expected over/under spend is identified as early as possible in the FY.

When nominated, provide advice and guidance relating to funding for un-planned / programmed training requirements identified by the TPKC.

When required attend Capability/Training Integration Working Groups.

When required in support of TEPMT business, undertake CP&F contract requisition activities.  Placing demands against existing contract or catalogue item or, if necessary, creating a new contract iaw CP&F procedures.

Must be an OR9 - OF2 of ENGINEERING WE specialisation. 

OF3 applicants, if successful, will only be paid as and normally wear the rank of OF2.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
