A vacancy has arisen for a Warrant Officer - Logs (MTD) - to serve as the Warrant Officer Logs MT Governance and Assurance at RAF Air Cadet Head Quarters (RAFAC HQ) RAF Cranwell on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 4 April 2022 (or earlier depending on candidate circumstances).

The Warrant Officer Logs MT Governance and Assurance is the SME and is responsible to Chief Environmental and Safety Officer for the overall assurance of RAFAC transport and where capacity allows to provide Wg Cdr Logistics advice on all MT policy matters.  They will be the focal point for contact between A4 Air Cmd, Parent Units and RAFAC on all MT Logistic policy matters.  RAFAC HQ provides governance and assurance to 6 regions, 33 Wings, 900+ Sqns and 200+ CCF (RAF) Sections as well as the VGSs and AGSs.  The Warrant Officer Logs (MTD) provides assurance to the Commandant RAFAC on all matters regarding and affecting transport for all RAFAC personnel.

The Warrant Officer post is pivotal in underlying a robust safety management system for all transport matters and will work closely with the Chief Environmental and Safety Officer being a key member of the Functional Safety Team.  Applicants must be willing to travel throughout the UK and NI to carry out audits and developmental training. 

Due to the locations of the Wings and Sqns across the whole breadth of the UK and NI, in order to carry out audits across the organisation applicants need to be aware that this may mean there may be in excess of 35 nights away from home in the first 3 years.

Responsibilities will include but are not limited to:

  • The implementation and management of all transport related policy in accordance with current RAFAC guidelines, JSP 800 Defence Movements and Transport Policy, DSA 03 Defence Movement and Transport Safety Regulations and DAP 3150 Mechanical Transport Instructions.
  • Ensuring processes are in place for the provision of further driver training.
  • Implementing a robust quality management system across all levels for all transport activities including but not restricted to: 
  1. Vehicle data.
  2. Processes for recording driver training and competence.
  3. Cost effective and efficient use of the Phoenix Clarity hire booking system.
  4. Managing a tiered Audit Plan.
  5. Control and analysis of relevant RTC data 
  • Co-ordination of a Whole Fleet Management system to ensure vehicle holdings are within scaling guidelines.
  • Maintenance of MT Standard Operating Procedures in line with current regulations and policies.
  • Working with the Functional Safety Group to monitor compliance in all aspects of motor transport.
  • Ensuring MT-related safety occurrences are monitored and data analysed appropriately. Provide SME advice or lead in investigations.
  • Liaising with Budget Managers to ensure a cost-effective use of transport and training providers.
  • Offering specialist advice to CCF and 2FTS.
  • Must either have been, or currently be, a Warrant Officer (Logs (MTD)) or a Flight Sergeant (Logs (MTD)) eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board.
  • Defence Transport Manager or Defence Transport Operator qualification.
  • Defence Road Safety Advisor.
  • Qualified as an Auditor and experience with conducting audits.
  • IOSH Managing Safely.
  • IOSH Risk Assessor.
  • Evidence of Project Management experience.
  • Excellent communication, IT and administration skills.
  • Possess a full UK Driving Licence.
  • DBS checked - The successful applicant will be required to undertake Disclosure and Barring Service (DBS) Security Clearance.
  • Command experience.
  • Lean Fundamentals qualification and experience.
  • Thorough understanding of the RAF Air Cadets.
  • Experience of working with the RAF Air Cadets.

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the RAFR with a liability for call-out for permanent service.

The appointment is on a Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living

Accommodation. (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Cranwell.
