Subject to formal establishment amendment, a vacancy may arise for a Squadron Leader  to serve as Military Executive Officer  at RAF Valley, Anglesey, on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 09 May 2022 (or earlier, depending upon candidate status and formal establishment of position). 

Responsible to the Station Commander (Stn Cdr) through Officer Commanding Support Wing (OC Spt Wg) for the oversight and delivery of non-discretionary tasks, management and coordination of holding student support, and provision of military advice and support to the Stn Cdr and their Executive. 

You will be responsible for: 

  • POC for FGen and FSen taskings from HQ DFT and A1 Ops.
  • Responsible for assuring the delivery of proper Service Funds Management by acting as the President of the Service Institute Board.
  • Responsible for the management and delivery of the Stn Cdr’s D&I strategy and coordination of ED&I activity across the stn. Ensuring the ED&I logs are processed and events processed iaw JSP 763 and JSP831. Act as advisor to the Deciding Officer.
  • Responsible for the coordination and delivery of the RAF Valley TRiM plan in consultation with OC SD&PS.
  • Management of the Supervisory Care Directive in consultation with key stakeholders across the stn.
  • Management of the Stn Adjt, Passes and Permits Staff, and Military Work Force Clerk, OIC BSG, and the HIVE Information Officer.
  • Management and oversight of the Station Duty Executive (SDE) and Orderly Officer (OO) orders and scheduling.
  • Deputise for OC Spt Wg during periods of leave and absence.
  • Management and oversight of 4FTS students holding between BFT and AFJT, including those Withdrawn from training. 
  • Act as lead POC for adhoc projects and tasks on behalf of the Stn Cdr and consultation with HQ DFT/22Gp/HQ Air.
  • Management and oversight of the Stn’s manning. Responsible for performing manning reviews and coordinating establishment changes via SLIM.  Coordinate changes with key stakeholders on Stn and with HQ DFT and 22Gp.
  • Responsible for performing the role of Support Service lead within the Stn’s Crash and Major Incident Plan.
  • Management of the Stn Recall Plan.
  • Management and delivery of the Prevent Strategy in coordination with OC RAFP.
  • Stn coordinator and SME for the recruitment of FTRS personnel and lead for BSG delivery.
  • Unit Data Protection advisor, responsible for the management of the AIAP with other stakeholders.
  • Undergo media training (Completion of Corporate Communications Course) in order to provide resilience.
  • Undergo PCMIO training in order to cover the responsibility when performing SDE duties.

Must either have been, or currently be, a Squadron Leader or a Flight Lieutenant eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. All Promotions will be ratified by means of a Promotion Board. 

Individuals lacking the requisite PMD(Air) qualifications may be considered for the post subject to the approval of a waiver request citing the exceptional circumstances that have prevented them from completing the relevant courses (in accordance with Air Secretary’s Staff Instruction (ASSI) 202). The successful applicant, having been deemed promotable by a Reserves promotion board, would then be recruited at Acting Higher Rank until such time as they had completed the requisite courses, at which point they would be substantiated in rank.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

The appointment will hold the need to complete some training (PCMIO/ TRiM Facilitation), attend conferences primarily at RAF High Wycombe or RAF Cosford and potentially travel on occasion to attend meetings at our HR centre in COS.  In covering at times for the MCO, the candidate may also need to complete Media Trg.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Branch & Trade Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into RAFR service if an appropriate branch/trade sponsor can be identified to sponsor the applicant.  Branch/trade sponsor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Additional guidance can also be found at https://www.gov.uk/guidance/pensions-and-compensation-for-veterans. Of particular note is reference to the ‘Effect of Re-employment on Commutation’.

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
