A vacancy has arisen for a Squadron leader Flying (Any) however, preference will be given to Flying Pilot (Any) to serve as SO2 Fuels Manager at RAF Brize Norton on FTRS (LC) Terms and Conditions of Service (TCoS), with an initial proposed start date of 26 September 2022 or earlier subject to candidates status.

A portfolio of Fuel Efficiencies and Emissions Reduction (FEER) initiatives is being developed and delivered by the FEER Cell in AM FHQ for the Air Mobility Force at RAF Brize Norton. 3 phased tranches of initiatives have identified significant savings across mission planning, aviation fuel policy, in-flight fuel management, fuel-related data and information, training and education, ground operations and aircraft maintenance. A Boeing Jeppesen Fuel Dashboard is now under contract to support initiatives. AM FC has been appointed as the 2 Gp Fuels SRO and is accountable to AOC 2 Gp for a 5% reduction in aviation fuel costs and carbon emissions reduction aligned with Net Zero 40 targets.   

SO2 Fuels Manager will lead the Cell, as project manager, reporting to the 2 Gp Fuels SRO, to capture and analyse planned vs actual aircraft and fuel-related data, fuel prices and fuel usage to inform behavioural and cultural change. SO2 FEER will lead initiatives to meet CAS mandated targets, reducing 2 Gp’s aviation fuel expenditure and carbon emissions.

Post Holder’s Task/Responsibilities 

As SO2 Fuels Manager, you are responsible for all FEER aspects within 2 Gp as directed by the 2 Gp Fuels SRO. Your role covers the following duties: 

  • Formulation of 2 Gp fuel-related policies, strategies and objectives that achieve the AMF’s FEER project objectives.
  • Change and Risk Management of FEER objectives with safety as the highest priority. The AMF must ‘deliver together safely’. It is imperative to benchmark, review and test all initiatives through the appropriate Scrutiny and Approvals process to ensure the highest level of operational safety before efficiency and effectiveness measures can be implemented. Mitigate and resolve any risks and issues preventing successful progression of fuel saving and carbon emissions reduction initiatives.
  • Oversight and accountability for the implementation and resource management of the FEER Cell and achievement of AMF fuel-related financial and environmental targets iaw the Project Mandate, directed by CAS.
  • Oversight and accountability for the implementation and management of the Boeing Jeppesen Fuel Dashboard to enable FEER targets and identification of opportunities.
  • Oversight and accountability for the acquisition, analysis, evaluation, redaction, cleansing, and transference of all AMF aviation fuel-related data.
  • Oversight and accountability for the implementation and management of corporate communications, training and awareness strategy aligned to AMF fuel-related targets.
  • Redefinition of 2 Gp goals and objectives, review of current operational and BaU processes, and enabling technologies to reflect FEER iaw Industry Best Practice, CAP 739 and Greener Government targets.
  • Development and management of stakeholder engagement, awareness strategies and quarterly Project Boards.
  • Establishment of Stn FEER Reps, supported by training and education programmes at all ranks/grades, across all sections and relevant units to achieve FEER objectives.
  • Allocation of materiel, personnel, and financial resources to implement the project and fuel-related policy, strategy, objectives, and procedures.
  • Establishment of financial KPIs and administrative controls for the FEER Cell.
  • Quarterly project reporting to the Air Transformation PMO including, but not limited to, milestones, delivery of initiatives, Level 1 plans, procurement strategies, and financial benefit targets.
  • Co-ordination of Stn and external stakeholder fuel-related related activities.
  • Act as AOC 2 Gp’s, and the 2 Gp Fuels SRO’s, representative in negotiations or other fuel-related functions.
  • Brief the AMFC on identification and development of any innovative fuel saving and/or carbon emissions reduction initiatives.

Additional Responsibilities 

You are also required to: provide advice to the 2 Gp Fuels SRO on financial, commercial, technical, and operational FEER related matters, including review of potential opportunities from Industry; provide advice on the relative cost and deliverability of individual FEER initiatives, and any associated systems, cognisant of wider Defence implications; and in support of the activities outlined above, you will be required to represent the 2 Gp Fuels SRO’s interests or provide SME input to the following meetings:

  • Command Boards/Programme Management Boards
  • Programme/Project Boards
  • CMG/CPG/CIWG
  • Working Groups/Steering Groups
  • Environmental Boards/Seminars
  • Sub-working groups (Air Safety, Airworthiness, Acceptance, Security, Options etc)

Competencies/Trg Required for the Post 

The post of SO2 Fuels Manager is established as a Ground (Aircrew) appointment, as authorised by HQ 2 Gp.  You are to ensure that you fly regularly with AMF crews to ensure you have a good understanding of any challenges to implementation of FEER initiatives. 

  • Must either have been, or currently be, a Sqn Ldr or a Flt Lt eligible for promotion in accordance with AP 3393 Vol 1 and AP 70008. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.
  • One tour minimum on RAF Air Mobility Force.
  • Minimum Flt Cdr/ Acting Flt Cdr.
  • Operational
  • IOD qualified.
  • Current or recently current on Air Mobility Force aircraft.
  • Previous tour within a Force Headquarters and experience with the associated staff work.
  • Project and/or programme management experience.
  • Experience of data acquisition and analysis.
  • The successful applicant will be required to undertake Disclosure and Barring Service (DBS) Clearance.

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be Commissioned in the RAuxAF with a liability for call-out for permanent service.

The appointment is on FTRS (LC) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 4 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Profession’s advisor approval must be agreed before the interview.

Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues. Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen).Additional guidance can also be found at https://www.gov.uk/guidance/pensions-and-compensation-for-veterans. Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Brize Norton.
