Introduction

Commander Maritime Reserves (COMMARRES) commands the Royal Naval and Royal Marine Reserves known collectively as the Maritime Reserves (MR). The purpose of the MR as set out in the Maritime Reserve Directive.

Units are fundamental to the delivery of COMMARRES output.  All posts within Units are to be occupied by suitably qualified and experienced personnel who have the time and skills to deliver in their specific role. This document provides the terms of reference for the RNR WO2 Initial Naval Training (INT). 

Purpose

Primary Purpose:  

The Primary purpose for CMR RNR WO2 INT is to efficiently manage, at the operational level, the progress of RNR Phase 1 trainees through the completion of their online task-books providing support to RNR Units (RPMs), SO1 AP, SO1 TP and RTO.     

Secondary Purpose: 

  • DLE management of Phase 1 trainees to oversee progress through online Task-book
  • Support SO1 AP with planning and delivery of Accelerated Programmes 
  • Support as necessary for the delivery of RNR INT training at HMS RALEIGH and BRNC.

Principal Tasks

RNR WO2 INT is to: 

a.    Manage the RNR Phase 1 DLE pipeline to support RNR Units and RTO/ARTO in monitoring progress of Phase 1 trainees DLE online training

b.    Manage and update RNR INT DLE content and material to ensure it is current and mirrors RN INT DLE material

c.    Liaise with RNR Unit RPMs and RNR Pipeline Manager to ensure that CMR HQ has timely updates of courses with minimum numbers

d.    Liaise with CMR HQ SO2 RNR Training and SO2 QA to ensure quality assurance of RNR INT content and delivery and that INT is DSAT complaint

e.    Liaise with WO1 Training Branch (TB) to ensure all RNR INT delivery in RNR Units and / or training establishments (HMS Raleigh / BRNC) is correctly resourced and delivered by SQEP trainers iaw JSP 822

f.    Support the planning, management and delivery of RNR Accelerated Programmes (AOP and ARP), including trainee and staff recruitment, training planning and assurance

g.    Ensure RNR personnel comply with the regulations applicable to the Welfare and Duty of Care and Supervisory Care of trainees.

h.    Scoping opportunities for RMR DLE content and material and then managing and updating it to ensure that it is current and mirrors RM online training where appropriate.

The post holder is to fulfil the requirement of their purpose, using sound judgement, drawing upon the following tasks as a reference to their duties:

People

a.    To support CMR HQ by providing support to Units with regard to DLE activity and all aspects of INT delivery

b.    To advocate the Royal Navy Core Values and Standards when engaging and supporting personnel

c.    Any other tasks and duties related to INT as directed by Command

Management

d.    Lead all aspects of INT related DLE activities

Committees

The post holder is to attend the following Committees and Groups:

a.    SO2 Trg Phase 1 and CLM meeting (fortnightly)

b.    SO1 TP Regional Training Coordinators and RPM meetings (monthly)

c.    SO1 AP AOP and ARP planning meetings

d.    Termly TAWDoC WG as required

e.    CMR HQ Whole Ship days at HMS KING ALFRED as required

f.     CMR HQ Conferences


Must be an OR8-9 of ANY specialisation.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Ex-Regular Reserves of an equivalent rank from sister services may apply, however will have to transfer to the RFR and conduct a period of Marinisation if they are selected as the preferred candidate.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.

Competencies

In addition to the core competencies of an OR8 (management, leadership and coordination of resources) the following additional competencies are required:

b.    To be a visible, credible and recognisable WO2 with appropriate skills and experience, to allow the proper performance of their duties

c.    WO2 with Reserve Unit experience

d.    Previous experience of RNR Phase 1 / INT training

e.    In possession of full UK driving licence

f.    Prepared to work evenings and weekends

In addition, the post holder requires the following specific Defence competencies:

a.        Defence Training Managers course 

b.        DLE Manager

c.        DLE Administrator

d.        Advanced Care of Trainees


Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.


INITIAL COMMITMENT LENGTH WILL BE 24 MONTHS WITH POTENTIAL TO EXTEND

The start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. 

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
