Vacancy detail

A vacancy has arisen for a Sergeant – TG5 (Gen Tech (M)) – to serve as General Engineering Flight (GEF)Training Cell SNCO at RAF Lossiemouth on Additional Duties Commitment Terms and Conditions of Service (TCoS), with an initial proposed start date of 15 May 2023 (or earlier, depending upon candidate status). 

SNCO GEF Training Cell is responsible to OC GEF for the delivery of specialist Ground Support Equipment training, arrival, and departure administration of GEF personnel, management of Engineering Authorisations and Qualifications, Currencies & Competencies (QCCs) and coordination of Trade Ability Testing for GT(M) and GT(E) (Electrical). 

a.    Common responsibilities detailed in Military Airfield Support Equipment Management and Policy publication.

b.    In conjunction with FS/WO GEF, maintaining the engineering authorisation package for GEF personnel.

c.    On arrival at RAF Lossiemouth, ensure that all personnel employed in GEF receive and complete a full arrivals package.

d.    On request from Trade Managers (TM), arrange suitable Initial or Continuation Training in accordance with the relevant equipment publications or Joint Personnel Administration Number requirements as required to undertake their allocated duties.

e.    Maintaining records of all local training and authorisations for personnel employed in GEF.

f.    Advising WO GEF on changes to training or operating procedures where it affects the operational responsibilities of the Unit.

g.    Ensuring that new or changes of training requirements are adopted, and information is passed on to the relevant training cells operators.

h.    Identify any training which requires higher authorisation and apply to A4 Engineering Standards for issue of authorisation code, submitting an amendment to the Aviation Engineering Standing Orders clerk for its inclusion.

i.    Carrying out annual reviews of training syllabi on behalf of OC GEF.

j.    Act as initial point of contact and mentor for new arrivals in accordance with the RAF Manual of Training and Education.

k.    Monitor Non-Vocational Qualification (NVQ) progression; liaising with candidates and the appropriate trade NVQ coordinators to ensure timely completion of portfolios in accordance with the Q-Ops competency criteria.

l.    Ensure Personnel Technical Record Review (PTRR) is reviewed annually for all GEF Service personnel (SP).

m.    Maintaining a master reading list of applicable orders for GEF personnel; ensuring that all personnel within GEF read and sign on eF4820A for reading all applicable orders on arrival and following amendment.

n.    Ensuring that a fully briefed deputy is appointed to carry out these responsibilities during periods of absence.

o.    Act as Professional Workplace Assessment Test Coordinator for Gen Tech M and Gen Tech E Aviators and on a 6 month basis, update the Register of Trade Trainers and Assessors held in the RAF Lossiemouth Training and Development Flight.    

Continuing Airworthiness

Understand the role in conducting delegated air worthiness tasks and understand that each Continuing Airworthiness (CAw) task is being conducted on behalf of the Military Continuing Airworthiness Manager (MILCAM), to whom the incumbent is responsible (through the Chief Air Engineer (CAE) – OC Eng and Logistics Wing (OC ELW)). 

Training Requirements 

As directed by GEF Management, the qualifications and training required are dependent on the JPAN of the incumbent. The required authorisations and competencies must be satisfied within 6 months of taking up post.  

To enable and monitor GEF personnel’s Joint Asset Management & Engineering Solutions (JAMES) training requirements the Training Cell SNCO must hold the role of JAMES LMS Manager.

To enable acceptance, transfer, and account management of GEF personnel, the Training Cell NCO is to hold the role of JAMES Unit Administrator.

  • Must either have been, or currently be, a Sgt (TG5 - Gen Tech (M)) or a Cpl (TG5 – Gen Tech (M)) eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge, and experience to be considered by the Promotion Board.
  • Full UK Driving License with Cat B+E.
  • Q-MS-TG 5 or 6 with X-500 Multi Skilled Tradesperson (unless applicant is an ab initio GTM).
  • Defence Workplace Trainer (DWT) / On the Job Training Instructor Training (OJTIT).
  • Security Cleared (SC).
  • Mobile Elevated Work Platform (MEWP) Boom & Scissor Lift Operator/Maintainer

The closing date for applications is 09 February 2023 and interviews (unless prom board required) will take place week commencing 13 February 2023.

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Additional Duties Commitment TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Lossiemouth.
