Vacancy detail

A vacancy has arisen for a Wing Commander – Eng (AS) – to serve as SO1 A4 at 1 Gp ISTAR FHQ RAF Waddington on Additional Duties Commitment (ADC 180) Terms and Conditions of Service (TCoS), with an initial proposed start date 03 October 2022.

The role is to provide A4 SME Spt, and Force Headquarters (FHQ) operational direction and guidance, across the FHQ A4 functional areas to enable the ISTAR FHQ to direct the Force’s operational output in line with the RAF Command Plan. The ISTAR FHQ role in achieving this mission is to optimise the safe generation and sustainment of ISTAR capability and contribute to higher HQ operational planning and execution. 

You would be responsible to AOC No 1 Gp, through ISTAR Deputy Force Cdr (DFC) and the ISTAR Force Cdr (FC) for the following tasks:

A4 Spt 

  • Maintain situational awareness of (platform) employment and provide engineering and logistic support and guidance to ISTAR FHQ platform Capability Managers and direction to Stns and FEs during the prosecution of current and future operations.
  • Maintain oversight, and provide necessary direction, on any A4 Problem Resolution activity in support of ISTAR capabilities. Liaise with the FE A4 community (RAF Waddington Air Eng Wing OC and OC Ops Support Wing, RAF Lossiemouth P-8 and E-7 MilCAM and OC Engineering and Logistics Wing, and platform SEngOs) and DE&S to resolve A4 spt issues. In addition, engagement with Air Cmd COS Spt and Air Capabilities areas will be required.
  • Maintain FHQ oversight of the relevant platform Fleet Plans to provide direction (including prioritisation where appropriate) to Stns and FEs as required by FHQ A3/5 Capability Managers and assure Delivery against Fleet Plans as part of the Fleet Planning process.
  • Continually review the Fleet Planning framework to assure its integration with both internal and external stakeholders.
  • Working with RAF Waddington (Stn and Air Wing), RAF Lossiemouth, the Aldergrove Air Wing and FHQ A3/5 to assist in the integration of the ISTAR Force operational planning framework to ensure that the A4 elements are aligned.
  • Attend Platform In-Service Capability Boards to provide A4 SME support to Capability Managers, DFC and FC.
  • Leadership and management of the FHQ A4 Team comprising 16 personnel.
  • Provide Support to ISTAR FHQ  Gp Capt Capability for A4 issues relating to introduction to service of new ISTAR platforms. 

Command Acquisition Support Plan (CASP) Spt        

  • Provide oversight and ensure Air Cmd directed CASP processes are followed across the FHQ.
  • Support to the Integrated Logistics Operating Centre (ILOC) SO2 wrt refinement of CASP deliverables across multiple ISTAR platforms.
  • Monitor serviceability and performance trends/issues wrt to the CASP Support Annex.
  • Provide support to DFC for CASP quarterly OF 5 Review and to the FC for subsequent 1* Review. 

Other (depending on capacity within allocated days) 

  • Development and awareness of platform risks, assumptions, issues, dependencies and opportunities with FHQ Performance Manager 
  • Support to ISTAR FHQ in engagement with Air Cmd on A4 risks and issues.

Must either have been, or currently be, Wing Commander Eng (AS) or a Sqn Ldr Eng (AS) eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

Applicant Considerations. Although the appointment is based at RAF Waddington to collocate with the ISTAR FC, the ISTAR FHQ has A4 elements based at RAF Lossiemouth and RAF Waddington; occasional overnight travel to visit RAF Lossiemouth will be required, along with travel to DE&S Abbey Wood and other MOD locations with occasional overseas travel possible as required. 

Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service. 

The appointment is on Additional Duties Commitment TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years. 

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Profession’s advisor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying. 

Ex-Service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a) 

Pension Issues.  Personnel who qualify for a Service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel are able to request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage. 

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake the RAFFT within 6 months of commencing employment (if required). SO1s are IRT exempt unless specifically deployed. 

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Waddington.
