Unit Role:    

Maritime Domain Awareness (MDA) is the effective understanding of anything associated with the Maritime Domain that could impact the security, safety, economy or environment of the UK and its overseas territories and dependencies.  

The RN MDA Programme was established by Navy Digital to manage the development of the UK’s MDA information capability – to Collect, Understand and Exploit.  Comprising a range of managed systems, maritime trade reporting bodies, maritime information centres and the MDA Capability Engineers delivered by Navy Digital. The RN MDA Programme has a leading role delivering the UK’s National Strategy for Maritime Security.

Position Role:  

The MDA International Liaison Officer (ILO) – India and IOR will primarily be based out of the Information Fusion Centre – Indian Ocean Region (IFC-IOR) and UK Defence Section New Delhi, with travel to Far East and South East Asia coherent with MOD and Foreign Commonwealth and Development Office (FCDO) strategic objectives as required by MDA Programme Manager (PM).

Functional authority for this position is to Navy Digital through SO2 MDA OPS.  Administrative authority is through NAA India.
 
Responsibilities: 

Act as the UK ILO to IFC-IOR, supporting MOD and FCDO maritime security objectives, under supervision of Director IFC-IOR, acting as the link between IFC-IOR and UK maritime security centres (UKMTO, JMSC, NWD MOC, etc).
Act as a regional maritime security expert, contributing to IFC-IOR and UK Gvt Understanding through provision of maritime trade and MDA advice through close collaboration with MDAP and UK Gvt staffs in the IOR 
On behalf of MDA PM, liaise with current and future regional MDA centres in the Far East and South East Asia, to assist in their ability to deliver MDA capability for National/Regional and International outputs.
Promote the UK’s MTO and MDA capabilities within the region to extend influence and enrich the UK’s wider National RMP.
Support to NAA and BHC India including liaison with BHC India, national, coalition and Independent deployers as required to support Def Sec objectives.
Act as UK ILO to the Humanitarian and Disaster Relief (HADR) including supporting the UK response to incidents within the IOR, and joint planning activities to enhance UK interoperability.

Must be an OF2-OF3 of ANY specialisation.OF1 applicants with a recommend for the next higher rank in their most recent OJAR may be considered. 

OF4 applicants, if successful, will only be paid as and normally wear the rank of OF3.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

International Driving Permit - Essential - Must hold or be able to achieve a valid International Driving Permit. 

UK Passport - Essential - Incumbent (and accompanying personnel) must hold or be able to achieve a valid UK passport not due to expire for at least six months following end of tour.

Military Quals - Warfare / Maritime Operations - Highly Desirable - Recent experience planning and conducting maritime / military ops

Staff - ICSC(M) / (MR) - Highly Desirable - Previous staff training is highly desirable

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.


INITIAL COMMITMENT LENGTH WILL BE 12 MONTHS WITH POTENTIAL TO EXTEND

NB: Where the Anticipated Start date has already passed, the start date will be ASAP


Eligibility for FTRS/ADC

Any member of the Maritime Volunteer Reserves (RNR, RMR) or the Royal Fleet Reserves (RFR) (Ex-Regular Reserve) may volunteer to undertake a period of FTRS/ADC. Ex-Regular personnel whose RFR liability has run out may be re-instated to take up FTRS/ADC.

Applicants undertaking a period of FTRS/ADC must be suitably qualified by rank, specialisation, qualifications and experience to fill the posts for which they apply. Applications will be accepted from reservists who hold one rank or more above or one rank only below the advertised rank. Applicants one rank below may be interviewed at the discretion of the Line Manager and may be employed in the acting higher rank if they are suitable, qualified and meet current promotion regulations in all respects. Applicants prepared to serve in a position at a lower rank then the rank worn will be appropriate to that of the position. Exceptions will not normally be considered.

Applicants must also be medically fit to fulfil the duties which their Commitment will require them to undertake. Personnel who have been discharged P8 permanently unsuitable Naval Service through the MBOS and Employability Board will not be considered.
