A vacancy has arisen for a Squadron Leader to serve as SO2 Recruiting Policy at HQ RAF Recruiting and Selection (R&S), RAFC Cranwell on Full Time Reserve Service (Home Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 10 January 2023 or earlier.

Applicants should be aware that the Armed Forces Recruiting Programme is due to replace s-S recruiting organisations with a contracted recruiting solution and an Army-led t-S HQ, assuming responsibility for RAF recruiting operations from 1 Apr 25.  Dependent on how much support sS HQs are required to provide to the winning contractor during transition to the new arrangements, this post will be disestablished at that date or shortly afterwards.

RAF R&S attracts, recruits and selects the diverse people required to meet the RAF’s operational requirements.  The Plans and Policy team leads the planning for those activities and programmes scheduled to impact R&S in the 6-month to 5-year timeframe, interprets and promulgates relevant policies from higher headquarters, leads on the internal policies necessary to govern the recruiting process, and generates the management information required to analyse and drive current operations.

SO2 Recruiting Policy is HQ RAF R&S’ subject matter expert and lead for all RAF recruiting policy and security vetting-related issues, establishing relationships and maintaining coherence with wider policy-influencing organisations and stakeholders such as UK Security Vetting.  The incumbent is the sponsor of Vol 1 to AP3391 (RAF Manual of Recruiting and Selection) and leads the staffing of responses to the extensive range of external enquiries the Unit receives. 

  • Responsibilities of this role include, but are not limited to:
  • Maintaining a close working relationship with AIR PSyA and UK Security Vetting to facilitate the processing of security clearances and associated waivers to support the business need.
  • Liaising with, amongst others, RAF Reserves, RAF Rejoiners, RAF Employment Policy and Army/RN counterparts to interpret and apply current policies and propose changes as required.
  • Acting as the s-S policy lead and ensuring the information in Vol 1 to AP 3391 is current and readily available to the Recruiting Force.
  • Project-managing as directed the delivery of key policy-related workstrands with a pan-R&S impact (e.g. policy changes falling out of Professions) to the point where they are handed over to other AORs for ‘business as usual operations.
  • Taking the lead on drafting responses to Ministerial Correspondence (PQs, FOI requests and RFIs), tasking other sections within HQ R&S for support as required.
  • Supporting SO1 Plans and Policy to create and manage the key A5 artefacts that de-risk and underpin R&S’ operations (e.g. risk register).
  • Supporting R&S Execs to capture risks on PARMIS iaw the Air Performance and Risk Management Directive.
  • Co-ordination of Gp Capt R&S’ Management Board and A5 sequence of meetings, preparing power points and other supporting documents as required.
  • Supporting Gp Capt R&S in delivering the quarterly reporting requirements in preparation for the ACOS WR&R and COS Pers Quarterly Management Boards.
  • Representing SO1 Plans and Policy as required at Policy-related meetings.
  • Providing day-to-day supervision and line management of SO3 Policy Support, SO3 Recruiting Process and JNCO Recruiting Process.
  • Must either have been, or currently be, a substantive Squadron Leader.
  • Must have worked in a Force, Group HQ or HQ Air, or equivalent level in a Joint or NATO HQ, with clear evidence of strong analytical and written staff skills.
  • Offer evidence of experience in shaping, interpreting and applying single, tri-Service or NATO Policy.
  • Offer evidence of formal risk management experience (i.e. a specified responsibility within previous employment).
  • Have experience of working in RAF R&S within the last 5 years.
  • Hold a full UK driving licence (copy required with application).
  • Have experience of working with PSyA staff on security clearance issues.
  • Hold a formal project management qualification and offer evidence of delivering significant multi-stakeholder projects.
  • Have experience of working with PARMIS.

TCoS.   Unless already commissioned in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service.  The appointment is on Full Time Reserve Service (Home Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 2 years.

Appointment.   Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current early termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues. Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS. Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(HC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to current shortages and potential future unit moves there is no guarantee that accommodation will be available at RAF Cranwell.
