Position Role
The Motor Transport Warrant Officer (MTWO) is the Commanding Officer's principal advisor on all Road Transport (RT) and Equipment Care (EC) matters relating to the operation, management and governance of the unit's vehicle fleet. The post holder is responsible for the assurance of road transport compliance across 103 Battalion REME and affiliated units, ensuring adherence to JSP 800, LEUMS, Equipment Care policy, Defence Road Transport regulations and higher formation directives.
The MTWO provides oversight of fleet management, driver competence, transport safety and vehicle availability, ensuring that robust systems are in place to support operational readiness and collective training outputs. The MTWO coordinates transport management activities across the Battalion and acts as the primary liaison with Brigade and external agencies on vehicle management, driver policy and Road Transport governance matters.
Key Responsibilities
1. Act as the Battalion Road Traffic Accident Manager (RTAM), ensuring all road traffic incidents are reported, investigated and managed in accordance with current policy.
2. Act as the Battalion Road Safety Officer (RSO) and Hazardous Materials (HAZMAT) Transport Operator.
3. Advise the Commanding Officer, Unit Equipment Management (UEM) and Chain of Command on all Road Transport, Equipment Care and fleet management matters.
4. Coordinate and oversee Motor Transport activities across the Battalion Area of Responsibility in conjunction with Battalion Headquarters.
5. Conduct assurance of vehicle servicing, maintenance, inspections and Equipment Care processes across all Battalion and affiliated unit fleets in accordance with the Unit Equipment Care Directive (UECD), LEUMS and extant policy.
6. Act as the Battalion Fuel Agency Card Manager and ensure compliance with MOD fuel management procedures.
7. Ensure changes to Road Transport legislation, JSP 800 and Defence policy are incorporated into Battalion Standing Orders, SOPs and local instructions.
8. Provide oversight and direction to ensure drivers are trained, authorised and managed in accordance with current regulations and Defence Road Transport policy.
9. Act as the Battalion JAMES Officer, providing governance and assurance of fleet records, vehicle management data and reporting accuracy in accordance with LEUMS and Equipment Care policy.
10. Conduct auditable Motor Transport management inspections of subordinate elements and affiliated units, completing assurance visits at least quarterly or as directed by the Chain of Command.
11. Maintain oversight of Battalion driver records, licence validation and matrix testing. Ensure MyDrive records are accurately maintained and driving qualifications are current prior to MOD vehicle operation.
12. Mentor, advise and support Company MT Representatives, promoting best practice and standardisation across the Battalion.
13. Act as the Battalion Subject Matter Expert (SME) for all Green Fleet, White Fleet and MITRE vehicle management matters.
14. Ensure MARSHALL forecasting requirements are understood and managed appropriately by responsible personnel and provide assurance to the Chain of Command on fleet demand forecasting.
15. Act as the Battalion point of contact with 101 Operational Sustainment Brigade and higher formations for G3 Equipment and Road Transport matters, attending relevant conferences, working groups and governance meetings.
16. Lead and coordinate Battalion driver training requirements, ensuring subordinate units have sufficient capacity and support to meet operational and training outputs.
17. Provide transport planning advice in support of Battalion operations, exercises and contingent activities.
18. Produce reports, returns, assurance documentation and management information as required by higher headquarters and the Chain of Command.
19. Undertake any other duties commensurate with rank, experience and appointment as directed by the Chain of Command.
Accountability
The MTWO is responsible for the assurance and governance of Road Transport compliance across the Battalion but does not replace the responsibilities of vehicle custodians, sub-unit commanders, ASMs or account holders for the day-to-day management, maintenance and operation of assigned vehicles and equipment. |
