A vacancy has arisen for a Wing Commander Pers (Trg) to serve as SO1 Individual Learning (previously Officer Commanding Accreditation and Education Wing) at HQ 22 Gp, based at RAF Cranwell, on FTRS(LC) Terms and Conditions of Service (TCoS), with an initial proposed start date of 3 Jan 23.

This is a varied role, covering the policy, governance and delivery of elective individual development and its constituent elements, including the delivery of RAF higher education schemes which also includes the RAF element of the UK Armed Forces Military Aviation Academy (UKAFMAA).  This involves wide-ranging engagement with Professions, MOD, other Service education leads, stns and training schools, and external course and qualification providers.  Deep knowledge of elective individual development, UK qualifications, UK higher education, support for neurodiverse learner issues, and contract management is required.

Specific responsibilities include:

  • Policy, strategy, and governance for the delivery of elective individual development and its component elements of accreditation and learning credits schemes.
  • Development of policy and strategy for the accreditation of RAF training, education and experience.
  • Provision of advice and guidance to Professions, delegated TRAs, and TDAs on accreditation.
  • Delivery of the Executive Masters higher education scheme and administrative support for RAF Advanced Pre-employment Training requirements.
  • Develop partnerships with UK Awarding Bodies, Professional Bodies and Universities for accreditation.
  • Provide support to Station Personal Learning Advisers and their CoC on all aspects of policy, providing direction and guidance. Champion good practice across the AOR. 
  • Delivering the Learning Credit Schemes in accordance with Defence Policy (JSP 822), including budgetary management of Enhanced Learning Credits (ELC) and influencing policy development.
  • Provide advice and guidance on UK qualifications and equivalences to Professions, Recruiting and Personal Learning Advisers.
  • Develop policy on Specific Learning Difficulties (SpLD) and manage the delivery of SpLD support including the management of Learning Support Mentors and advice and guidance to all aspects of the recruitment and training pipeline and individual CoC.
  • Development of RAF policy and strategy for Higher Education, including governance of requirements.
  • The management of all RAF HE provision – APET, Exec Masters and APMD(HE) but excluding the CAS Fellowships, in liaison with Career Management, Professions and other HE requirements owners.
  • Delivery of the RAF element of the UKAFMAA and its on-going further development.
  • Manage the University Short course Programme and act as the joint-Service contract lead.
  • Manage the supporting budget for accreditation, SpLD, and ELCs.
  • Exercise appropriate leadership and management of staff.

Must either have been, or currently be, a Wing Commander Pers (Trg) or a Squadron Leader Pers (Trg) eligible for promotion in accordance with AP 3393 Vol 1 and AP 70008. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

Policy, Plans and Programmes: experienced staff officer with responsibility for the delivery of projects-based outcomes.

Policy, Plans and Programmes: evidence of ability to engage and influence internally and externally.

Business and Finance: evidence of Commercial requirements engagement and budgetary management.

Training Delivery and Management: evidence of delivery of training and education policies, especially including cognitive diversity issues and elective individual learning.

Holds a post graduate qualification.

Evidence of pertinent vision and innovation.

Unless already Select in the Reserve Air Forces the successful applicant will be required to be Select in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on FTRS(LC) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 Years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS. Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS.

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. Applicants should confirm the likely availability of accommodation at RAF Cranwell.
