DETAILS OF ORGANISATION/BUSINESS DIRECTORATE

The TMG is a collaborative construct to manage the delivery of the training outputs required by the RN.

• Setting & communicating the strategy and direction for the training system, acting in accordance with policy & strategic priorities set by NCHQ.
• Exercising governance & control over the training system to ensure that the RN's requirements are met and that resources are prioritised and deployed effectively (including in relation to training modernisation).
• Ensuring that risks to training operations and training output delivery are identified & managed effectively

Within the TMG, the Pipeline Accreditation (PACC) team’s role is to ensure accreditation requirements for each profession are met within resource envelope.

The Military Independent Assessment Authority is the End Point Assessment (EPA) Organisation for several Apprenticeship Standards across the RN. Recent Government legislation has resulted in the movement of ‘Framework’ apprenticeships to ‘Standards’. This necessitates the creation of End Point Assessments for the Apprenticeships delivered by the RN. The primary role of the MIAA is to act separately from other training aspects to offer unbiased grading assurance on EPAs and to apply for the apprenticeship certification on the Standards it is registered for. The MIAA is externally assured by Ofqual.

JOB PURPOSE

Primary Purpose of the PACC MIAA QA

• Assist the MIAA Team Leader and WO in running the MIAA, ensuring that MIAA policy and Ofqual standards are maintained across EPAs by conducting IQA.
• Assist the MIAA Team Leader and WO to ensure all apprentices’ achievements are fair, secure and consistent. The CPO will ensure that the assessment criteria are applied accurately and consistently by the Onboard Assessors, irrespective of where the assessment takes place or who is being assessed.
• Manage the design, development and implementation of new products for End Point Assessment working with SMEs to assure the quality of assessment test design.
• Support continuous improvement of EPA materials to meet EQA Inspection standards through regular QA audits.
• Attend moderation and standardisations meetings to support the monitoring process of assessment materials being fit for purpose.
• Periodically conduct QA audits to ensure compliance requirements of the external regulators, as appropriate for each EPA.
• Audit SharePoint content of MIAA and TMG sites ensuring the information follows company styles, company requirements and is fit for purpose, accurate, up-to-date and free from bias.
• Support, develop and help maintain strong and effective relationships with providers, employers and stakeholders including ESFA, Ofsted and the Institute for Apprenticeships and Technical Education as part of any development work carried out.
• Act as document controller and custodian for PACC MIAA documentation and operating procedures.

Secondary Purposes 

• Assist the MIAA Team Leader and WO in reviewing and implementing MIAA policy, updating it as necessary in order to continuously improve upon the EPA process.
• Provide support, advice and guidance to MIAA WO relating to quality assurance processes and contribute to the delivery of staff development sessions, as appropriate.
• Support and advice the PACC MIAA WO with the training of OAs and GAs.

Conduct other work as tasked by PACC WO.

RESPONSIBILITIES

• Attend standardisation termly meetings with the MIAA Team Leader and WO for EPA outcomes. 
• Manage the design, development and implementation of new products for End Point Assessment and support continuous improvement of EPA materials.
• Attend moderation and standardisations meetings to support the monitoring process of assessment materials being fit for purpose./
• Periodically conduct QA audits to ensure compliance requirements of the external regulators, as appropriate for each EPA.
• Audit SharePoint content of MIAA and TMG sites ensuring the information follows company styles, company requirements and is fit for purpose, accurate, up-to-date and free from bias.

• Liaise/Support Branch Managers with EPA solutions.
• Moderate the physical IQA observations conducted by the Grading Assessors as required.
• Assist in the physical IQA observations of 5% - 10 % of all EPAs at various locations.
• Manage the quality assurance and of EPAs.
• Liaise/Support Onboard Assessors and Training Coordinators in the delivery of EPAs.
• Maintain and update the IQA Sampling Plan.
• Identify opportunities to develop MIAA processes to benefit Onboard Assessors and apprentices.
• Maintain relevant MIAA Policies.
• Collate all feedback from the Grading Assessors for the MIAA Team Leaders regular fleet updates.

AUTHORITY

• The PACC EPA QA is accountable to TMG PACC MIAA WO1

LEARNING AND DEVELOPMENT

• The post holder will be required to undertake all MOD Mandatory Training related to the post and site, and to support the training of direct reports. If not already qualified, then they will undertake auditing and quality assurance courses.
• The post holder will be required to maintain the currency of their knowledge and skills relating to training/ education policies, standards, theories and methodologies through ongoing CPD.

Must be an OR7 of ANY specialisation. OR6 applicants with a recommend for the next higher rank in their most recent SJAR may be considered. 

OR8 applicants, if successful, will only be paid as and normally wear the rank of OR7.

Must be serving as a member of the Reserve Forces or have served with the Regular Forces.

Essential:

• Must either have been, or currently be an OR7.
• Hold Full Driving License.
• Excellent communication/customer service skills.
• Good IT background/aptitude in MS Office suite of applications.
• Ability to handle multiple tasks/projects simultaneously.
• Working knowledge of Defence Systems Approach to training.
• Working knowledge of Quality Assurance processes.
• In General, the post holder is an OR7.

Desirable:

• Working knowledge of Defence Systems Approach to Training.
• Working knowledge of the Royal Navy Apprenticeship Programme.
• Knowledge and experience of Internal and External auditing.
• Hold the Level 4 Award in the Internal Quality Assurance of Assessment Processes and Practice or equivalent.

Applicants will undergo an initial eligibility sift. Successful applicants will have their details forwarded to the Post Sponsor to arrange interviews. Unsuccessful applicants will be advised accordingly.

Following interviews; the successful applicant will be informed that they are the Preferred Candidate with details being sent to the CM RES FTRS Cell who will continue the recruitment process. Unsuccessful applicants will be advised accordingly.

Once the recruitment process is complete then the Preferred Candidate will be invited to take up FTRS.

The start date is the anticipated one however, applicants should be aware a number of factors will potentially impact on this including the completion of pre-employment checks, medical category confirmation and the award of a Security Clearance. The start date could therefore be adjusted as appropriate – earlier for a fully qualified person with their and the employers agreement, or later if approvals cannot be immediately completed.
