A vacancy has arisen for a Wing Commander (Any) to serve as the 90 Signals Unit Chief of Staff at RAF Leeming, on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service with an initial proposed start date of 26 Sep 22.

The COS is responsible to CO 90SU for the strategic direction, operational planning, training, finance, readiness, assurance, discipline, and business management of 90SU.

The COS has primary responsibilities for:

  • The initial focal point for all individual augmentee, Force Sense and Force Generation tasks and requests into the Unit from external organisations including RAF Leeming, HQ 2 Gp, Support Force and Defence Digital. Tasks will be reviewed for relevance and priority before being moved onto other aspects of the Unit.
  • Manage the 90SU Risk Management Strategy, Safety and Quality. This includes reviewing performance against Unit strategic documentation and reporting into Support Force, 2Gp and RAF Digital.
  • Compiling and running the 90SU financial plan including the staffing of Business Cases and LVP requests.
  • Management of the Unit battle rhythm including the output of Unit management and government boards. This also includes representing the CO at Stn Command Groups.
  • The Unit lead for infrastructure projects including the resilience of critical buildings and services required to support operations. This also includes owning the Business Continuity Plan and Parenting Statement for the Unit.
  • Leading the Training, Assurance, Learning, Quality and Safety aspects of the Unit including the delivery of training to external Units including other services.
  • The efficient operation of 90SU including personnel matters, awards, welfare, discipline, D&I and reporting. This includes the regular updating of the CO and Support Force through the provision of statistics and reports.
  • Approving and overseeing external visits including operational and non-operational. Non-operational visits include those supporting recruitment, training and Stn outputs.
  • Conduct the duties of the 90SU Senior Information Officer (SIO) as per the ToRs within AP7004. Responsible for the establishment and governance of the 90SU Information Management policy and processes.
Must either have been, or currently be a Wing Commander (Any) or, a Squadron Leader (Any) who is eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. Promotion will be ratified by means of a promotion board.

Unless already holding a commission in the Reserve Air Forces the successful applicant will be required to be commissioned in the RAFR with a liability for call-out for permanent service.

The appointment is on FTRS (LC) TCoS in accordance with AP 3392 Vol 7 for a period of up to 4 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment; however, the post sponsor must gain Engineer Branch and Trade advisor approval to recruit before the candidate is invited for interview.

Regular Service Applicants. Personnel currently serving in the regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsors proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. If serving within the Air Command TLB, personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA), if available, at entitled rates.
