A vacancy has arisen for a Flight Lieutenant to serve as OC Research and Development Flight at RAFC Cranwell on Full Time Reserve Service (Home Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 05 June 2023 for 3 years.

OC Research and Development Flight is directly responsible to the Training Manager within Training Development Squadron (TDS), in the Learning and Development (L&D) Wing of RAF OTA. With no line management responsibilities and working in a specialist role. The successful applicant will be responsible for delivering the commanders intent with regards to improving the DSAT documentation that affects all current and future phase one training requirements of the RAF. The role is an SME post that requires the successful applicant to work autonomously on occasions, cohesively most of the time and be the main contact for Executive Board approved courseware, future scoping of imminent training needs and review of current training standards to ensure documentation is current and relevant.

  • Focal point for all business cases that relate to further research and development of new requirements that affect phase one training needs.
  • Deep understanding of course programmes, output requirements, meeting objectives and ensuring materials are relevant for all that use them.
  • Stakeholder liaison with Technology Enabled Learning (TEL) ideology, includes other RAF units, other services and keeping abreast of emerging trends in civilian organisations.
  • Responsible for, and development of, TEL for staff to utilise effectively ensuring training remains world leading and current.
  • Liaise with 22 Group Training Policy staff on emerging work strands and future focus of course requirements.
  • Engagement with media and digital sources to produce tangible outcomes and information relating to change and new ways of working.
  • Identify, action and maintain policy related to Specific Learning Difficulties (SpLD) and Defence Adult Screening Tests (DAST).
  • Ensure all future scoping meets the requirements of strategic projects such as PORTAL, HERMES, JANUS and other 1* Pillar intent.

              Additional Duties. The following additional duties are a requirement of the post:

              • Line Manage a Flt Sgt and E2 Civil Servant.
              • Collaborate with multi stakeholders to ensure R&D is upheld pan L&D Wg.
              • Carry out Stn Duties as required.

              In addition to key responsibilities above, the successful applicant has responsibility for:

              SpLD lead for RAFOTA and development of related policy like:

              • DAST requirements and process.
              • Hold and maintain equipment in support of SpLD’s.
              • Direct liaison with Accreditation & Education Wg.
              • Support for those with pre-existing or identified SpLD’s.
              • Must either have been, or currently be a Flight Lieutenant Any Profession  
              • Line Management responsibility.
              • DSAT awareness and digital literacy competence
              • Current experience of training analysis

              • Defence Trainer Course
              • Training Audit
              • Internal Validation
              • Training Needs Analysis

              Unless already commissioned in the Royal Air Force the successful applicant will be required to be commissioned in the Royal Air Force Reserves with a liability for call-out for permanent service.

              The appointment is on Full Time Reserve Service (Home Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 3 years.

              Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

              Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment.  Prior approval must be sought from the relevant Professions Advisor to confirm current and past experience prior to being invited to interview.

              Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant. The relevant Profession’s advisor approval must be agreed before the interview.

              Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this works for the post sponsor and individual prior to applying.

              Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

              Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

              Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

              Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager and mention this at interview.

              Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

              Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

              Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
