Subject to formal establishment amendment a vacancy may arise for a Corporal (any trade) to serve as Trg Wg HQ Sqn, Welfare JNCO at RAF Honington on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 26 September 2022 (or earlier, depending upon formal establishment and candidate status).

The RAF Regiment Training Wing is the premier training establishment within the RAF Regiment, responsible for delivering training at phases 0, 2 and 3. Your primary role will be the provision of welfare support to the staff and students of the Wing, the post holder will have a number of secondary responsibilities commensurate with rank and the need of the customers, the details of which are specified below:

You will be responsible for the following:

The provision of Welfare support to all Trg Wg students. In achieving coherent welfare support you are to foster a sound working relationship with members of the Stn Welfare Committee, Support Wg Staff and Trg Wg Staff and Students.

Provide an ‘open door’ welfare service to students and staff and signpost and refer to Stn Welfare Committee, SSAFA, HR &Service Discipline, Chaplaincy, Medi Centre and the Community Support Officer as required.

To support SNCO Welfare with general day to day administration of welfare, ED&I and PREVENT.

Back-briefing SNCO D&I on any welfare issues that require action, or monitoring, during planned periods of your absence.

Liaising with the Trg Wg Execs regarding welfare issues concerning the care and responsibility of all students via the monthly Welfare and Duty of Care (WDoC) forum. Special attention is to be paid to issues concerning the welfare of students who are U18 or Care Leavers U25 and a register of contact is to be maintained.

The maintenance of an ‘At Risk Register’ for any student who is deemed at risk. You are to provide guidance and advice to the individual and their command chain and liaise with Stn Welfare Support Staff to provide adequate support iaw the SCD.

Update and monitoring of Wounded Injured and Sick Management Information System (WISMIS) data. Update and manage contact records.

Management of Parade States for students on hold due to re-coursing or as a result of injury, long term sick, or injury and rehabilitation.

Collating injury data in conjunction with PCRF.

The delivery of a welfare and trg policy brief at the beginning of each course; and on the Trg Wg induction course/ reset trg.

Conducting resettlement interviews for all Early Service Leavers in Ph2 Trg record keeping and data analysis to identify trends or issues.

In conjunction with HR Centre 3 and Trg Wg Civil Service Course Admin staff carry out the following HR Support Tasks as Urgent Reactive or Preventative Welfare Support.

Urgent Reactive

Emergency Payment In Cash (EPIC)/ Advances of Pay where the requirement arises from welfare matters or administrative error.

Processing terminations from Service at short notice arising from administrative or disciplinary matters.

Preventative

Assisting HR Centre 3 in processing forecast terminations from service arising from: welfare, medical, Pre- 6 month discharge as of right, exceptional voluntary withdrawal or withdrawal from training, by providing a ‘human face’ to the process.

Assisting HR Centre 3 in preventing welfare issues by managing Move and Track of Students, pay and allowances enquiries and issuing of rail cards and rail warrants. Referring where possible and administering in person where necessary.

Ensuring that all phase 2 student leave of absence is recorded and administered by HR Centre 3 and administering this directly where it relates to an active welfare case.

Management of student information between phases of training including welfare information and markers.

  • Must either have been, or currently be, a Cpl (Any) or a L/Cpl, SAC (Any) eligible for promotion in accordance with AP 3392 Vol 2 Leaflet 560 and AP 3376 Vol 1. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the Royal Air Force Reserves with a liability for call-out for permanent service.

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 5 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board.  Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Applicants of an equivalent rank from sister Services may apply but will only be accepted into the Royal Air Force Reserves if an appropriate Professions advisor can be identified to sponsor the applicant.  The relevant Profession’s advisor approval must be agreed before the interview.

Regular Service Applicants.  Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a).

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserve personnel can request FW arrangements with their line manager.  Any immediate FW requirements should be agreed with the line management at the interview stage.

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT).  Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS.  The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required).

Annual Salary and Leave.  Pay will be in accordance with the pay scales published for the reserve air forces.  Leave entitlement is detailed in JSP 760.

Accommodation. Personnel serving on FTRS(LC/HC)/ADC TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB.
