A vacancy will arise for a Wing Commander (Any Profession (Logistics preferred)) to serve as Squadron Commander 4624 (county of Oxford) Movements Squadron RAuxAF, located at RAF Brize Norton, on Full Time Reserve Service (limited Commitment) Terms and Conditions of Service. The post will be available from 28 October 2023. 

IAW IBN4620, the post is open for applicants to apply on alternative TCOS, including ADC, PTVR or VeRR. Applicants are requested to make their TCOS preference clear in their application covering letter, for consideration during the selection process. Applicant to state how the role could be delivered on their preferred TCOS.

4624 Squadron is part of the Spt Force within 2 Gp and its role is to recruit, train, administer and prepare Logistics (Movements) Part Time Volunteer Reserve (PTVRs) to support RAF operations in the UK and overseas. The post holder will report directly to the Commander Support Force at RAF Wittering and will be expected to work up to 2 weekends per month.

Responsible for the planning, organisation and management of all resources required to deliver the Squadron’s outputs, the post holder will be required to promote efficiency, best practice, and continuous improvement across all areas. They will also be expected to liaise with numerous external agencies. As such, the post holder will need to possess strong leadership, management, communication, and organisational skills, have a confident manner and be comfortable engaging with both military and civilian personnel in various environments.

Primary responsibilities and duties will include:

  • Tactical command and control of 4624 Squadron.
  • The implementation of a successful marketing and recruitment campaign to ensure the Squadron meets its annual Into Training Targets.
  • Producing an annual training programme for Phase 1, Phase 2 and trained PTVR personnel that complies with the Defence Systems Approach to Training and/or the Safe System of Training.
  • Generation of PTVR Logistics (Movements) workforce for use on operations (mobilisation) and to provide support predominantly to No 1 Air Mobility Wing and the Air Mobility Force (Reserve Service Days).
  • Ensuring a suitable, safe and challenging environment is provided to support, develop and retain the Squadron PTVRs.
  • Engaging with key stakeholder organisations, including HQ A4 Reserves and the wider logistics/movements communities, Ofsted, the Southeast Reserve Forces and Cadets Association, the civilian employers of the Squadron PTVRs, the HQ Air Reserves Directorate and RAF Brize Norton in order to maintain and enhance the required standards and outputs.
  • Attending the Spt Fce Command Group, Performance Management Board and Total Safety Management Board meetings.
  • Demonstrably promoting an inclusive culture across the Squadron, working to increase understanding and progressive behaviour through education and personal example.

Must either have been, or currently be, a Wing Commander (Any) or a Sqn Ldr (Any) eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000. All Promotions will be ratified by means of a Promotion Board. If an applicant has been out of full-time military service and is applying for a post on promotion, they will also need to send their civilian appraisals or equivalent to evidence recent skills, knowledge and experience to be considered by the Promotion Board.

Experience of working in EITHER the Logistics (Movements) environment OR on a RAuxAF Sqn and/or with Part Time Volunteer Reserves.

  • Successfully completed ACSC(Air)/ ACSC(Res).
  • Experience of working in a deployed logistics environment.

Unless already holding a commission in the RAuxAF, the successful applicant will be required to be commissioned in the RAuxAF with a liability for call-out for permanent service.

The appointment is on FTRS (LC) TCoS in accordance with AP 3392 Vol 7 for an initial period of up to 4 years. This will be subject to satisfactory performance in appointment during the first 2 years.

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case-by-case basis.

Candidates who have been out of regular or reserve service for more than 5 years may be considered for this appointment; however, the post sponsor must gain approval from the Professions Advisor to recruit before the candidate is invited for Interview.

Personnel currently serving in the regular Royal Air Force should be mindful of the current Early Termination minimum Waiting Time (MWT) for their respective Rank and Profession and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying.

Applicants of an equivalent rank from sister services may apply, but not on promotion. The post sponsor must gain approval from the Professions Advisor to recruit, before the candidate is invited for Interview.

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Of particular note is reference to the ‘Effect of Re-employment’ on Commutation and, for those leaving on a ‘preserved’ pension, the Resettlement Grant.

Transition between TCoS.  Personnel taking this appointment from other TCoS should consider the impact on any accrued entitlements, such as leave, resettlement etc and should seek specialist guidance where required as certain entitlements are TCoS specific and may not be retained or transferred on transition between TCoS. 

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment.

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. FTRS personnel are eligible for annual leave and public holidays iaw AP 3392 Vol7 and JSP 760.

Accommodation. If serving within the Air Command TLB, personnel serving on FTRS (LC) TCoS are eligible to occupy Single Living Accommodation (SLA), if available, at entitled rates. However, it should be noted that accommodation is unlikely to be available at RAF Brize Norton.
