Vacancy detail

Subject to formal establishment, a vacancy will arise for a Squadron Leader to serve as Officer Commanding Royal Air Force Air Cadet’s Training Academy (RAFAC TA) at RAF Cranwell on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 21 July 2021. Prior to a FTRS commitment being issued, the applicant will need to undergo an enhanced Disclosure Barring Services (DBS) check. 

The RAFAC TA strives to provide the best Cadet Force Adult Volunteer (CFAV) training available for Officers and Senior Non-Commissioned Officers, in order to enhance the RAFAC capability, thereby advancing the RAF’s contribution to the fabric of the Nation. 

The OC TA commands a small team of instructors which conducts initial and further training for RAFAC CFAVs iaw HQ RAFAC and 22Gp policy and guidance. The post provides the opportunity to plan, develop, deliver and assure efficient and effective phase 1, 2 and 3 training courses in a safe environment, primarily for RAFAC’s CFAV. The applicant must be willing to explore and implement innovative ways of delivering training, which embrace contemporary instructional techniques and digital technology, aligned to the RAF’s ASTRA ambition. They will also be required to engage with CFAVs to gauge effectiveness of training delivered and design future training requirements. As OC TA, you will be required to secure civilian accreditation for RAFAC training, whilst ensuring content remains aligned with the Tedder Academy of Leadership. 

The applicant will be required to maintain a positive, forward leaning and energetic personality, leading by example and able to listen and engage with all levels of the chain of command and other stakeholders. This role also requires occasional duty travel from RAF. 

Responsibilities will include: 

  • Assurance, analysis, development and delivery of training. 
  • Pursuance of continuous improvement. 
  • Maintenance of statistical data, daily administration, course reports. 
  • Provision of advice to the chain of command on training matters. 
  • Close liaison with RAFAC personnel. 
  • Ensuring day-to-day Academy activities are maintained iaw DSAT principles. 
  • Ensuring the Academy retains its status as a centre of excellence for training. 
  • Line Management responsibilities.
  • Must either have been, or currently be, a Squadron Leader or a Flight lieutenant who is eligible for promotion in accordance with AP 3393 Vol 1 and AP 7000 . All Promotions will be ratified by means of a Promotion Board
  • Defence Trainer (Phase 1 & 2) or equivalent experience.
  • Defence Trainer qualified or an equivalent qualification iaw JSP 822.
  • DSAT practitioner and Course Design experience.
  • Experience of training evolution through SOCRATES, MERCURY or ASTRA.
  • Excellent communication, digital and administration skills.
  • Prior to a FTRS commitment being issued, the applicant will need to undergo an enhanced Disclosure Barring Services (DBS) check.
  • Experience of working with the RAF Air Cadets.
  • Attended:

               o DSAT Managers/Defence Training Managers (DTM) Course.
               o Care of Trainees Course
               o Defence Trainers Supervisor Course.
               o Managing Civilian Staff Course.

  • Low ropes and Mobile Team Challenge Practitioner.
  • Have welfare training to include Stress Management & Listening skills.

Unless already enlisted in the Reserve Air Forces the successful applicant will be required to be enlisted in the RAFR with a liability for call-out for permanent service. 

The appointment is on Full Time Reserve Service (Limited Commitment) TCoS in accordance with AP 3392 Vol 7 Part 1 Chapter 16 and AP3392 Vol 7 Part 3 Chapter 2 for an initial period of 4 years. 

Confirmation of appointment will depend on successful completion of a RAF Medical Board. Personnel who do not meet the Age/Permanent Joint Medical Employment Standard (PJMES) may apply for the appointment but will only be considered subject to an executive waiver process on a case by case basis. 

Regular Service Applicants. Personnel currently serving in the Regular Royal Air Force should be mindful of the current Early Termination Minimum Waiting Time (MWT) for their respective Rank, Branch/Trade and ensure this MWT is compatible with the post sponsor’s proposed start date, prior to applying. 

Ex-service candidates who have been administratively discharged through the QR1027 process will have their applications rejected as they are not eligible to join the RAF Reserves in accordance with AP 3391 (Vol 3, Lft 207, Annex L, Para 1a)

Pension Issues.  Personnel who qualify for a service pension should take financial advice from Defence Business Services (DBS) Pensions Department on the effect that undertaking reserve service has on their pension (details can be found on the JPA splash screen). Additional guidance can also be found at https://www.gov.uk/guidance/pensions-and-compensation-for-veterans. Of note is reference to the ‘Effect of Re-employment on Commutation’. 

Flexible Working Arrangements. In accordance with the Flexible Working (FW) Policy, Reserves personnel can request FW arrangements with their line manager. Any immediate FW requirements should be agreed with the line management at the interview stage. 

Individual Reinforcement Training (IRT) (Module 1) and RAF Fitness Test (RAFFT). Reserve personnel are required to maintain currency in IRT and the RAFFT iaw the relevant TCoS. The successful applicant will be expected to undertake IRT and the RAFFT within 6 months of commencing employment (if required). 

Annual Salary and Leave. Pay will be in accordance with the pay scales published for the reserve air forces. Leave entitlement is detailed in JSP 760

Accommodation. Personnel serving on FTRS(LC) TCoS are eligible to occupy Single Living Accommodation (SLA) if available, at entitled rates, if serving within the Air Command TLB. However, due to a severe shortage, it is unlikely that accommodation will be available at RAF Cranwell.
